About the Position:
Serve as the Headquarters program business advisor to senior leaders at the US Army Corps of Engineers (USACE), Division Commanders, and other senior leaders in a matrix organization, requiring interface across multiple disciplines, functional structures and senior business advisor on assigned programs, financial management and small business program advocate to subordinate organizations.
Duties
Serves as the senior advisor providing expert senior financial resources oversight and policy guidance for all funds with the HQ USACE/CESB portfolio.
Responsible for the development, implementation, and execution of small business programs in accordance with regulatory and statutory authorities.
Promotes the maintenance of Center level programs designed to prepare market research and locate capable businesses for the Small Business Programs for current and future acquisition.
Serves on boards or committees for such activities as contract award, solicitation review, and source selection evaluation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Completion of mandatory Foundational Career Level Certification or Contracting Professional Certification requirements for this position is a condition of employment and must be accomplished within 36 months of assignment.
- Completion of a service agreement is required for individuals assigned or selected to fill a Critical Acquisition Position (CAP) for a 3-year tenure period.
- Secret Security clearance required.

Degree: Bachelor's degree (or higher degree) from an accredited educational institution In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

However, I am a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency; OR (2) Served as a military member in a comparable military occupational specialty.
Specialized Experience: One year of specialized experience which includes participating in the implementation of new and innovative contracting programs. Reviewing and making recommendations to senior leaders regarding the development of policies. Applying a wide range of analytical methods to assess and evaluate the status, effectiveness, and efficiency of programs assigned. Reviewing and analyzing completed or proposed procurement actions and/or plans in order to evaluate their technical effectiveness and degree of compliance with regulations, directives and good business practices pertaining to procurement.
