You will serve as an Environmental Engineer/Physical Scientist in the Environmental Division of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND (NAVFAC) HAWAII. Multiple positions may be filled within the NAVFAC Hawaii Environmental Compliance Division (EV1) or Joint Base Pearl Harbor-Hickam Environmental Compliance and Coordination Branch (PRP41A).

Duties

You will serve as the organization's liaison or representative on Safe Drinking Water Act, Clean Water Act, and/or Resource Conservation and Recovery Act compliance matters to inform on and support programs and policies. You will address environmental problems within the NAVFAC Hawaii/Joint Base Pearl Harbor-Hickam Area of Responsibility to achieve compliance with Federal, State, and Local environmental control regulations. You will oversee and coordinate with multi-disciplinary teams (i.e., RH EV OIC, Utilities Management, Navy Region Hawaii, Navy Closure Task Force, etc.) on program objectives to ensure successful project execution within environmental standards. You will execute and coordinate work in compliance with environmental laws, rules, and regulations to ensure compliance of installation operations and/or to fulfill the requirements of the 2023 Red Hill Administrative Consent Order. You will anticipate and address new or changed regulatory demands for assigned programs and seek information to recommend, guide, or take action.

  • A Professional Engineering License is required for 0819 Environmental Engineering series.

Qualifications

This position has a Selective Placement Factor for the Environmental Engineer (0819 series) that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license with your application package. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying environmental compliance concepts, theories, principles, practices, and techniques necessary to ensure that environmental concerns are properly identified and resolved; 2) Applying knowledge of guide specifications, criteria and policy, industry codes and standards, and standard practices as related to environmental compliance issues; 3) Providing guidance on local, state, and federal laws, codes, and other statutory requirements affecting environmental issues; 4) Utilizing and applying knowledge of related civil and environmental engineering fields and their associated impacts as related to environmental compliance; 5) Interpreting the latest developments in environmental laws and practices to assess environmental impact, develop contingency plans, plan containment facilities, and initiate cleanup actions for toxic spills; 6) Managing A-E contracting procedures and skill in negotiating a fair and reasonable price for A-E contracts and change orders; 7) Managing environmental compliance programs or projects, including planning, budgeting, scheduling, and execution relating to Safe Drinking Water Act, Clean Water Act, and/or Resource Conservation and Recovery Act regulations. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

GS-1301 applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

You must have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

You must have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
