Duties
The primary purpose of this position is: To serve as an electromagnetic spectrum operations (EMSO) analyst evaluating and analyzing electromagnetic spectrum (EMS) issues and developing recommendations to resolve substantive problems and issues of effectiveness and efficiency in operational and exercise support to Joint Force Commanders and Combatant Commands (CCMDs).
Duties:
Applying electromagnetic spectrum operations (EMSO) experience, analyzes, develops, and evaluates issues and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a combatant command program.
Documents planning and programming recommendations/decisions in appropriate formats to meet Department of Defense (DoD) and combatant command requirements.
Actively participates in strategic and operational planning to improve organizational electromagnetic spectrum operations (JEMSO) direction and focus.
Prepares and delivers a variety of products and presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

- Overtime and/or emergency overtime may be required.

This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
Prior experience or education in the operational analysis of EMS dependent systems such as communications systems, radar systems, Signals Intelligence (SIGINT) systems, sensor systems, signals processing, electromagnetics, and network systems is highly desired.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the application of analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical EMS- dependent command plans and programs for participating in or conducting major operations such as all/cross/multi- domain operations, force employment, training, deployment, mobilization, acquisition, special operations, exercises, contingency, crisis response, or similar operations; Knowledge of military command structures, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; and Knowledge of the various DoD and command entities involved in overall planning and execution of operations and evaluations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a range of qualitative and/or quantitative methods to participate in the assessment and improvement of electromagnetic warfare (EW) and/or joint electromagnetic spectrum operations (JEMSO) plans and programs for conducting major operations at the strategic, operational, and tactical levels (e.g., war, mobilization, deployment, exercise, contingency response, crisis action, special operations, acquisition, training, or similar operations).
Knowledge of the application of electromagnetic spectrum (EMS) policy, procedures, and planning tools, as well as EMS/EW capabilities and limitations to real-world and exercise contingency/crisis action planning and support, vulnerability assessments, and the integration of EW into military operations.
Knowledge of EMS superiority program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events.
Knowledge of DoD, Joint, Service, national intelligence community organizations, structures, missions, and functions, as well as the interrelationships of entities involved in the overall planning and execution of EMS- dependent military operations and evaluations.
Skill in designing and conducting studies; conducting unbiased research, assimilating disparate data, and rendering assessments of the implications of such data; and in preparing effective recommendations and solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations where proposals involve substantial resources and/or require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
