Duties
This position starts at a salary of $132,368.00 (GS-14, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075 (GS-14 Step 10).
The CBP Innovation Team (INVNT) mission is to identify, adapt, and deliver innovative and
disruptive commercial technology solutions to keep front-line personnel safer and more effective.
INVNT aims to harness cutting-edge technologies, find ways to adapt them for government use,
receive approval from internal governance bodies (such as Privacy and Information Technology), and
ultimately procure in a repeatable manner - all while moving at the pace of commercial industry.
As a Business Operations Manager, the incumbent provides expert level advice and executes on
relevant programs related to overall program administration for the INVNT offices. Duties of this position will include:
Managing and leading interactions with procurement, finance, and related functions both at the headquarters and component levels, ensuring that INVNT projects move as rapidly as possible, while maintaining compliance with related CBP policies and directives.
Developing all applicable program documentation, including spend plans, serves as a Contracting Officer's Representative (COR)
Serving as a representative on relevant projects as needed, develops and leads Resource Allocation Planning process, procurement paperwork, and other required documentation in order to advance INVNT goals.
Serving as a financial operations manager for the INVNT, handling both strategic and tactical financial operations as necessary to ensure INVNT. Generate strategic documents, such as budgets, Resource Allocation Plans, and justifications, as well as tactical documents such as purchase requests, purchase card actions, or related functions.
Qualifications
Experience: You qualify for the GS14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Project/Program Management at the Headquarters level
Budget Planning and Execution
Learning new techniques and promulgating them, making data-driven decisions, and monitoring controls

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/16/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
