The primary purpose of this position is to provide communication infrastructure via copper, fiber and antenna to the telecommunication systems that support Vandenberg AFB, California.

Duties

- Performs any and all type of communications cable installations, to include both fiber optics and copper, and maintenance of the installed infrastructure to work with the various cable circuits and associated systems ensuring Technical Order specifications and TIE/EIA standards are met. - Maintains and administers network and circuit databases, records and forms. - Process AF Form 332 (Base Civil Engineer Work Request) and AF Form 103(Base Civil Engineering Work Clearance Request) IAW base instructions, when work efforts outline modifications are required to base facilities or grounds. - Supervises, plans, and schedules installation and maintenance actions on antenna systems for command, control, communications, and computers (C4). - Conducts technical surveys and analysis of existing infrastructure then plans and develops technical solutions.

• May be appointed by supervisor to perform some of the following duties: ADPE Custodian, Equipment Custodian, TMDE Monitor, Records Custodian, Bench Stock Monitor, Supply Point Monitor, SPRAM Monitor or others as directed by the supervisor
• This position requires the employee to drive a government vehicle. A current state driver's license must be maintained.
• This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-2500, Wire Communications Equipment Installation and Maintenance Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a TELECOMMUNICATIONS MECHANIC without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of safety regulations, practices and procedures such as safety precautions related to oxygen deficiency, oxygen enrichment, toxic and explosive gases, working aloft, rescue procedures for aerial and underground environments, basic first aid and cardiopulmonary resuscitation. 2. Knowledge of technical practices in order to plan, layout, install, modify, troubleshoot and repair a variety of infrastructure methods. Knowledge of the principals and theories of telephony fundamentals, electronic principles including digital techniques, copper core and fiber optic transmission principals as they apply to telecommunications. 3. Skill in using and maintaining a variety of hand tools, power tools, test equipment and computers. 4. Skill in troubleshooting and tracing hard-to-locate defects or problems on large projects applying prescribed test procedures and equipment as required. 5. Ability to create and use electrical drawings, blueprints, engineering drawings and wiring diagrams to install, troubleshoot, repair and maintain various telecommunication infrastructures and their associated equipment without more than normal supervision. 6. Skill and ability to operate a variety of motor vehicles in support of cable installation, splicing, maintenance operations to include such vehicles as 2 ½ ton truck, ¾ ton four-wheel drive line truck, cable reel truck, tractors/back-hoe and trenching/boring machines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: The work requires frequent bending, pulling cables, working in awkward positions, walking and standing for long periods of time, and climbing ladders. In addition, the work requires lifting and carrying items weighing up to 9 kilograms (20 pounds) unassisted and occasionally up to 23 kilograms (50 pounds) with assistance of lifting devices or other workers. WORKING CONDITIONS: Work is performed inside and outside in all types of weather. Inside work areas can range from well lighted, heated, and climatically controlled to poorly illuminated work areas such as attics, crawl spaces, and basements. Workers are exposed to dust, dirt, and falls from ladders while installing cable. Workers are exposed to bruises and minor cuts from handling cable and equipment and from using hand tools. Workers may also have to drive various types of vehicles to and from work sites to accomplish tasks.
