The Suborbital and Special Orbital Projects Directorate (SSOPD) at the Goddard Space Flight Center (GSFC), Wallops Flight Facility (WFF), provides suborbital and orbital flight, and launch range services. You will serve as Deputy Director for Strategic Integration for SSOPD and assist the Director in providing strategic direction for the Suborbital Program, and advocate for WFF within NASA. You will maintain oversight of WFF New Business plans and interfaces with Center new business process.
Duties
Assists the Wallops Flight Facility (WFF) / Suborbital and Special Orbital Projects Directorate (SSOPD) Director in management of WFF and advocating for resources to advance WFF suborbital capabilities to enable the NASA mission.
Leads WFF business planning to ensure strategic integration with the GSFC new business process; identifies technology investments and develops business strategies to advance WFF suborbital and institutional capabilities.
Assists the WFF/SSOPD Director in the development and coordination of WFF strategic plans to support the implementation of Goddard 2040 goals at WFF both internally and externally to GSFC.
Assists the WFF/SSOPD Director to promote, develop and expand WFF collaborations and agreements with strategic federal, state, and commercial partners to leverage WFF capabilities, facilities, and expertise to advance NASA’s mission.
Serves as senior SSOPD representative and liaison on behalf of the WFF/SSOPD Director for GSFC, NASA HQ, congressional, and aerospace community functions, as required.
Assists the WFF/SSOPD Director in providing engineering oversight and management of WFF facilities, research airport, launch range, and program integration and test facilities.
Provides effective oversight of WFF-managed facilities, including integration and launch, and operations infrastructure for safe and effective launch support to NASA, DoD, and commercial users, and to ensure institutional capabilities are available.
Provides guidance and leadership to ensure that GSFC/WFF policies and activities comply with federal statutes, executive orders, Agency, and GSFC directives, and strategic plans.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Providing oversight of new business plans, facility plan, customer engagement, and/or center investment processes to ensure alignment to center strategic plans;
Developing and reviewing engineering plans and/or proposals to support customer requirements;
Designing and developing strategic implementation plans and coordinate complex activities to achieve Agency goals.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
