This position is located in the Department of Technology Services (DTS), IT Security Office (ITSO), Security Operations Division (SOD). The incumbent of this position will serve as the Chief of the Threat Detection Branch and will be responsible for managing the 24/7 threat detection analysts that respond to security information and event management (SIEM) alerts and other reports of security events.
Duties
The incumbent of this position is a recognized cyber security expert with a proven record of successfully managing security operations teams in a 24/7 environment. Must have a proven record of integrating people, process, and technology to objectively identify and declare security incidents from amongst a potentially large and dynamic set of security events. Will perform multiple and varying assignments under Security Operations Division Chief and possess the skills needed to be a senior leader overseeing, participating in, budgeting for, directing, and inspecting/reviewing the work performed by a skilled Cyber and IT administrative workforce within the 24x7 operational context. This position is critically important in meeting AO goals of protecting the security of Judiciary assets, and improving the timeliness, efficiency, and effectiveness of decision-making throughout the AO.
Duties of the position include, but are not limited to:
Supervising and work force development of a 7x24 team of threat detection analysts that respond to SIEM alerts and customer reports of security events.
Serving as the technical escalation contact for all activities within the branch.
Developing and refining objective and quantitative criteria for declaration of security incidents based on security impact.
Identifying and reviewing security monitoring use cases and detection gaps on a monthly basis.
Reviewing SIEM alert quality for efficacy and refinement.
Developing KPIs for security intake and security event processing.
Developing, documenting, and reviewing security event workflows for all SIEM alerts.
Maintaining situational awareness of incidents with DTS ECCC and peer branches within the Security Operations Division.
Developing of triage procedures for all SIEM events.
Developing of Performance Work Statements (PWS) that contain clear, unambiguous measurable outcomes.
Developing of contract quality standards and contract management as a contracting officers representative (COR) for contracts within the branch.
Performing weekly, monthly, and ad-hoc reporting.
Performing continuous improvement of routine security notices to courts and national program offices.
Identifying and reviewing technology used within the branch for threat detection.
Implementing and reviewing customer satisfaction surveys.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience with defensive cyber operations in a 24/7 security operations center and familiar with offensive cyber operations from an adversary's perspective.
