Duties

You will perform work Mission Support Division, Strategic Plan Branch, as an IT Specialist supporting strategic planning and communications, workforce development and training. You will collect, calculate and check information from various data sources in order to devise solutions, design systems, and implement information management processes. You will Identify, map and perform assessments of various processes that support cross-functional activities with in the organization. You will support privacy initiatives through classification, tagging and analysis of sensitive data.

Requirements

  • This is a bargaining unit position.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 421 - Data Management level within 12 months of appointment.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Experience I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Document and update data quality corrective action plans. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Implementing rollout plans for data reporting tools, which involves training end users and helping secure the ongoing buy-in and use of the system. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Preparing talking papers, briefings, and IT project plans. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Solve complex data-related problems using a variety of technical and analytical skills. GS:12 - In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and implementing a product strategy that aligns with strategic objectives and user needs Utilizing web and data analytics and data management tools to inform product strategy and monitor performance Developing and maintaining relationships with internal and external stakeholders to represent and advance program interests Overseeing product design and working with designers to create user-friendly tools, dashboards and reporting systems Utilizing specific hardware/software operating systems and utilities applicable to classified and unclassified internet. GS:11 - In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Implementing a product strategy that aligns with strategic objectives and user needs Utilizing web and data analytics and data management tools to inform product strategy and monitor performance Maintaining relationships with internal and external stakeholders to represent and advance program interests Utilizing specific hardware/software operating systems and utilities applicable to classified and unclassified internet. SUBSTITUTION OF EDUCATION FOR EXPERIENCE for GS-11: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
