About the Position: This position is with the 99th Readiness Division, Training and Services Division, Department of Logistics, located in Ft. Dix, NJ.

Duties

Arrange individual and troop unit movements to support training exercises. Coordinate movement of hazardous materials and disposal of hazardous waste. Provide necessary support to units when preparing, maintaining and executing movements. Determine the most expedient and cost effective method of movement compared to mission needs/requirements. Arrange for payment of expenses. Obtain various state clearances when moving military assets across state lines. Interpret new policy guidance to implement within the command. Perform statistical and on-site investigations to determine problems. Assist in formulation of policies/guidelines concerning traffic management functions.

The basic requirement is as follows: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. or Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.Making presentations on traffic matters before Federal, State, or local regulatory bodies.Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. or Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: managing or assisting with managing a transportation or traffic management program involving the movement of troops units, individuals, equipment, or other government freight; negotiating with carriers or regulatory bodies involving cost, rates, charges, services, or transit privileges; and providing advisory services to staff members regarding transportation, traffic management, or travel services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). You will be evaluated on the basis of your level of competency in the following areas: Decision MakingPlanning and EvaluatingTransportation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
