About the Position: Performs a variety of operation and maintenance duties at a comprehensive water resource project located at Dewey Lake in Van Lear KY. Project is within the Huntington, WV district of the Army Corps of Engineers consisting of a flood control dam and appurtenant structures, public-use recreational facilities, forest lands, and roads.

Duties

Operate and maintain all electrical components, panels, and circuitry for a major public works flood control structure as well as associated office buildings and public use areas. Maintain, repair, alter and construct exterior and interior surfaces and structures built of a variety of brick, block and stone. Perform carpentry work associated with maintaining operations buildings and public access areas. Install, modify, and repair new and existing utility, supply, and disposal systems and equipment such as sewage and water distribution systems, water closets, tubs, and showers. Determine the roofing work to be done, locate and trace leaks, determines cause and extent of damage, and select the work method to be followed for repair. Determine the method, technique, device and materials best suited to the surface finish required painting, performing methods such as smoothing, filling, shaping and leveling with resins, mixing and applying pre-coating agent. Operates equipment such as but not limited to: pick-up truck, dump truck equipped with a pintle hitch and pulling heavy equipment trailer. Read various measuring instruments sufficient to calculate materials and make accurate measurements in performing maintenance assignments. Performs a variety of surveillance and administrative functions in support of project operations, such as preparing Job Request Forms and contract support. Operates front-end loader, bulldozer, etc. Makes independent flood control operations based on instructions to dam tender or special directives issued by Reservoir Control Section, Hydraulics Branch.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position covered by the Civilian Drug Testing Program. Required to sign a DA Form 5019-R, Condition of Employment, for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • Must be able to obtain and maintain all Corps of Engineers licenses associated with this position. Licensing Program includes but not limited to dump truck, crane, forklift, et.
  • Must obtain and maintain a current Corps of Engineers motorboat operator's license including all requirements of the District Licensing Policy.
  • Must be able to obtain and maintain a valid Commercial Driver's License (CDL) to perform duties of position issued by the state of residence.
  • Position requires a pre-employment physical exam due to the physical requirement of the position. Heavy physical lifting is required.
  • Must possess and maintain a valid State motor vehicle operator's license prior to appointment.
  • Required to wear the appropriate uniform for this position. The maintenance uniform shall be worn in accordance with EP 1130-2-520 Chapter 7.
  • May be required to perform wildfire suppression duties.

I am skilled in installing and repairing various water systems. I am considered an expert and work with a high degree of independence. I have the ability to operate and maintain flood control facilities - Failure to meet this Screen Out Element will result in an ineligible rating. ABILITY TO DO THE WORK OF THE POSITION WITHOUT MORE THAN NORMAL SUPERVISIONAbility to Interpret Instructions, Specification, etc. (includes blueprint reading)Ability To Use and Maintain Tools and EquipmentKNOWLEDGE OF EQUIPMENT ASSEMBLY, INSTALLATION, REPAIR, ETC.Knowledge of MaterialsTechnical Practices (theoretical, precise, artistic)Use of Measuring Instruments Physical Effort: Duties include but are not limited to climbing ladders and steep stairways, and working on steep and uneven ground. Incumbent must be capable of lifting at least 50 pounds unassisted or up to 100 lbs with the assistance of one other person. Tasks requiring the ability to lift 50 pounds while working alone include but are not limited to lifting and carrying a five gallon can of kerosene, lifting and carrying a 50 pound bag of wildlife seed, lifting and carrying a 5 gallon can of paint, cleaning liquid or hydraulic oil. Tasks requiring the ability to lift up to 100 lbs. with the assistance of one other person include but are not limited to moving furniture and lifting 80 lb. bags of cement. Working Conditions: Work is completed in a variety of conditions. Work is completed on but not limited to scaffolding, high ladders or rooftops subject to dangers such as but not limited to falling, exposed to possibility of burns, cuts and bruises, broken bones or infections. Incumbent may work in inclement weather to perform duties including but not limited to surveillance of project, various inspections, boundary marking, special events, and emergency situations (respond to public accidents, drownings, etc.). Incumbent must be capable or working in conditions of dust, welding fumes, paint vapors and sandblast particles utilizing appropriate personal protective equipment for those conditions which may be heavy and uncomfortable.
