This position is part of the Warfare Centers Personnel Demonstration Project.
ND-4 = GS 12/13 equivalent. ND-3 = GS-9/11 equivalent.
You will serve as the Heavyweight Torpedo In-Service Engineering representative at the Heavyweight Torpedo Intermediate Maintenance Activity located at Ewa Beach, Hawaii, or at Garden Island, Western Australia. This position is within the Fleet Engineering Branch (Code 8555) of the Naval Undersea Warfare Center Division Newport.
Duties
You will provide on-site In-Service Engineering (ISE) oversight at the Mk 48 ADCAP Intermediate Maintenance Activity to facilitate and improve liaison to resolve technical problems and process issues.
You will review process, procedure and policy for Heavyweight (HWT) Torpedo Intermediate and Depot level maintenance and review torpedo run data for in-water performance assessment.
You will provide subject matter expertise to review design, analysis, test and evaluation requirements for the HWT.
You will provide engineering expertise toward the resolution of MK48 Heavyweight Torpedo issues to include root cause analysis of in-process
failures.
You will facilitate and act as a liaison to resolve technical and process issues impacting torpedo quality or IMA throughput.
You will provide Heavyweight Torpedo reliability and maintainability improvement processes and review or submit Heavyweight Torpedo Requests for Problem Resolution related to failure analysis tasking.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time that may include ships or submarines.
- This position will require long-term temporary duty to either Ewa Beach, Hawaii, or to Garden Island, Western Australia.

Qualifications
This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series) or an Electronics Engineer (0855-series) depending upon the qualifications of the candidate. FOR ND-04 (GS-12/13 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-3 pay band (GS-9/11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience as a professional Engineer implementing engineering projects to include evaluating test system designs and developing written plans to assess the testing of weapon systems.
FOR ND-03 (GS-9/11 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-2 pay band (GS-05/08 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer applying engineering concepts and practices to analyze system designs and resolve engineering issues impacting the testing and evaluation of weapon systems.
FOR ND-03 Substitution of Education in lieu of experience:
- successfully completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering and have one year of appropriate professional experience that required and was characterized by 1) professional knowledge of engineering, 2) professional ability to apply such knowledge to engineering problems, and 3) positive and continuing development of professional knowledge and ability.

- successfully completed a bachelor's degree with superior academic achievement and I have one year of professional engineering experience that required and was characterized by 1) professional knowledge of engineering, 2) professional ability to apply such knowledge to engineering problems, and 3) positive and continuing development of professional knowledge and ability.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
