These positions are located on a Forest Service Job Corps Center. The position provides educational and counseling services to students through substance abuse counseling. For additional information about the duties of this position, please see the additional information section.

Duties

Assists with the development of center operating procedures for the program components related to substance abuse prevention, education, and relapse prevention. Develops and monitors student intervention plans, conducts, and documents counseling notes and student progress in the student's health record, as well as providing ongoing substance abuse counseling services. Conducts on-going counseling and support groups, to include an introduction to the self-help program for intervention, and annual events surrounding prevention. Coordinates career plans and intervention planning with center counselors and health providers, as well as educators and instructors to update a student's intervention plan and behavioral contract. Collaborates with the recreation department to assist in developing leisure time activities and specific incentives to reinforce an alcohol and other drug free lifestyle. Evaluates self-help groups and establishment of appropriate referrals and counseling services. Maintains appropriate records in the medical folders, charting information necessary to insure they are current. Conducts drug testing and follows chain of custody expectations. Maintains drug testing and alcohol testing supplies and equipment.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12-31-59 must be registered for Selective Service or exempt.

  • Successful completion of one-year probationary period, unless previously served.

  • This is a Test Designated Position. You will be tested for illegal drugs prior to appointment and randomly thereafter. Appointment and continued employment is conditional on negative results.
  • Must be certified as an alcohol and drug abuse counselor or specialist or be able to acquire certification by a recognized state or national credentialing board.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-9: You must have one year specialized experience equivalent to the GS-7 in the Federal service. Specialized experience is defined as the majority of the following: Utilizing substance abuse and prevention techniques, pharmacology, and psychosocial aspects of drugs and alcohol in order to recognize abuse problems; Applying sound judgment in providing care for substance abuse patients; Providing individual and group counseling; Making recommendations for program and treatment policies, schedules, and special patient events. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a directly related field. OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
