About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at USCYBERCOM, Fort Meade.
Duties
. Provide technical advice and assistance to all USCYBERCOM components/elements and to the command leadership team on the development, implementation, and administration of CHR programs.
Provide interpretation and clarification of CHR policies, regulatory guides, and laws.
Provide guidance and/or administrative support specifically regarding civilian awards, performance evaluation, realignments, retirement, pay systems, training, foreign travel, leave and overtime, position management, customer support, and discipline.
Perform strength management, reviews and maintains Human Resource information, conducts system data base management, in and out-processing, internal control reviews, personnel accountability, position description assessments, and development.
Research information, makes recommendations, initiates, processes, and administers various programs for the USCYBERCOM, including the coordination of VERA/VSIP actions, furloughs, and other organization actions as required.
Assist technical subject matter experts in civilian manpower, budget, functional areas, employee relations, classification and staffing.
Resolve complicated issues affecting administrative programs and unique Joint requirements, identifies personnel needs and problems, and proposes new organizational structures, realignment of functions, and/or staffing levels.
Plans, conducts, and implements/participates in complicated and comprehensive analytical studies of structures, proposed reorganizations and/or realignment of USCYBERCOM functions, and staffing level changes, and determines span of control.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- Drug Testing: This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic random drug testing.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.ble to obtain and maintain a TOP SECRET security clearance.
- TDY Travel is required 10% of the time.
