This Lead Security Assistant position is located in the Police Service at the VA Providence Healthcare System. This position is full-time at 40 hours per week.

Duties

This position serves as the Lead Security Assistant for Police Service within the Veterans Health Administration (VHA) with a primary purpose to lead a team of Security Assistants responsible for monitoring physical security equipment and systems. Major duties and responsibilities include: Leader: coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices and procedures; assists the team and/or individual members in identifying viable solutions; identifies, distributes, and balances workload and tasks among employees; trains or arranges for the training necessary for accomplishment of individual and team tasks; addresses and remediates simple complaints or escalates them to the supervisor; and makes recommendations in completing personnel actions. Physical Security Support: monitors and responds to alarms; traces access patterns, programming, assigns or removes user permissions, and remotely opens and secures doors during routine and emergency operations; determines when to dispatch law enforcement or other personnel to investigate; maintains radio/alarm activity records/logs to include dates, times, and results of communications and activities; prepares completed reports; issues and retrieves government issued keys and/or identification cards; and maintains accountability of Police Officer badges issued and all associated logs. Communications: monitors and receives routine and emergency calls from a variety of sources that need police, fire, medical or other emergency services; maintains contact with law enforcement units; monitors and directs responses to security and life safety communications, radio dispatches, telephone calls, and other emergency communication circuits; coordinates with various federal, state and local law enforcement officials for coordination of emergency situations; and operates a variety of communications equipment, telephones and computer systems to support both routine and emergency operations. Operations Support: performs system checks on a variety of equipment used in the dispatch center; troubleshoots systems when problems arise and resolves issues whenever possible; conducts equipment inventories and completes records and other logs; enters, updates and retrieves information from a variety of computer systems/databases; uses state and the National Crime Information Computer (NCIC) to access sensitive law enforcement information to support field operations and investigations; enters or updates regional and national records; compiles and prepares reports related to events occurring in the operation of the police control center; completes vehicle registration tasks and issues decals and permits. Performs other related duties as assigned. Work Schedule: Full-Time, The work schedule will be determined based on the needs of the Medical Center. VA Providence Healthcare System is an acute care facility operating 24 hours a day 7 days a week. While most tours of duty are scheduled during the day, the possibility of working evenings, nights and weekends does exist. Shift changes will be considered based on patient and facility needs. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is a LIUNA Bargaining Unit position. This position is covered by locality-based comparability pay.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position, you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience as described below: To meet the minimum qualifications for this position, you must have at least one (1) full year of specialized experience equivalent to the GS-5 level in the federal service that has given you the particular knowledge, skills, and abilities to perform successfully the duties of this position. Specialized experience includes: knowledge of security or law enforcement objectives and programs; overseeing, leading, and balancing workload of staff; carrying out support tasks related to law enforcement and security administration; monitoring and responding to physical alarm systems and security cameras; dispatching officers; monitoring computers for video surveillance; and maintaining reports and logs. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements and Work Environment: The work is typically sedentary in nature; however, there may be some walking; standing; bending; and carrying of light items such as papers, books, small parts; etc. No special physical demands are required to perform the work. Working on off-tours, rotating shifts or regular overtime may be required. The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms. The work area is adequately lighted, heated, and ventilated.
