You will serve as a Community Planner in the NAVFAC Pacific ofNAVAL FACILITIES ENG SYSTEMS COMMAND PAC. Duties

You will participate in planning teams to develop long, mid and short range land use/infrastructure planning, infrastructure management and basing strategies. You will serve as a facilities planning criteria expert for the Department of the Navy, providing criteria information to users throughout the Navy, Marine Corps and the community. You will provide consistency and high quality planning products and services for the JPMO Guam Forward Section, and Joint Region Marianas area of responsibility. You will be responsible for providing the client with clear and concise information for the orderly and cost effective development of shore facilities for long-term development strategies based on the operator's future mission requirements. You will Assists multi-disciplined teams involved in Facility Capability Gap Analysis, gap validation, planning actions and courses of action (COA) and seek a selected COA. You will develop and reviews military construction and special project documentation.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing professional and technical expertise for a broad spectrum of complex planning products and services in support of facility development, facility design, construction and operations, AND performing process improvement evaluation and cost-effective initiatives increasing the productivity or quality of a project. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
  1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

  1. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
