About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Brooke Army Medical Center, Plans/Training/Mobilization, Security Division, Security Office, with duty location Fort Sam Houston, TX.

Duties

Serves as a Security Specialist in a U.S. Army Medical Command (MEDCOM) Security Office within the HQ or a Major Subordinate Command. Serves as Security Specialist for the INFOSEC program. As Foreign Disclosure Representative, coordinates specific disclosure actions for the disclosure of Classified Military Information (CMI) to foreign government representatives in support of approved U.S. Army international programs. Reviews and approves Contract Security Classification Specifications for contracts involving classified information to ensure compliance. Verifies security clearances and need-to-know requirements for all individuals prior to granting access to classified information.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • May be required to work overtime/irregular schedules or extended hours due to exercises, national special security events, or during national security crises.
  • Physical exam may be required.
  • All employees assigned to a MTF are required to be screened for applicable immunizations regardless of series, based on occupational risk, are subject to missing/required immunizations.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience which includes the execution and enforcement of a multi-discipline Personnel Security program with an emphasis on Personnel Security and at least two of the following: operations security, foreign disclosure, information security, and industrial security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). OR A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. You will be evaluated on the basis of your level of competency in the following areas: Information ManagementSecurity Program Management AccountabilitiesVulnerabilities Assessment and Management Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
