The Public Affairs Specialist serves as the spokesperson, facilitator and coordinator to the media, congressional staff, Veterans service organizations, the community and other governmental officials. This position is located at the VA Medical Center in Dallas, Texas.
Duties

Duties include but may not be limited to:
Acts as agency spokesperson/facilitator/coordinator to media, congressional staff, Veteran Service organizations and community.
Initiates public affairs correspondence, prepares information packages, conducts tours and other related tasks for special visitors and dignitaries, organizes select ceremonies and writes speeches for the Medical Center Director.
Develops and maintains an internal public affairs program designed to enhance employee knowledge of and pride in a health care organization.
Plans, develops, drafts, produces varying materials, publications, including print, visual, web-based, social media material.
Utilizes multimedia photography and video, equipment to draft internal/external news stories and blog posts.
Utilizes oral and written mass communication principles and techniques, analytical methods and effective interpersonal practices.
Plans and executes special events, coordinates high profile visits.
Calls news conferences and briefings after appropriate discussion and counsel.
Determines the best strategy to use when responding to negative media inquiries.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicant(s) must meet one of the following requirements:
SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-09 grade level in Federal service that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience includes planning, developing, drafting and producing materials and publications including print, visual, and web-based; coordinating events; and communicating orally and in writing with a variety of internal and external stakeholders. This experience must be detailed in your resume to receive credit.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): A Ph.D., equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying 1 year of full-time study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

Physical Requirements: Work is generally sedentary, with walking required during visits and tours of the Medical Center. Flexibility is required to accommodate events and activities occurring in other than normal duty hours. Mobility is required in terms of staging and assisting staff with equipment and other required materials
