Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of the Regional Director, National Offshore Training Center, Training Center Development Section in Jefferson, LA. At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: Analyze, design, develop, implement, and evaluate courses and workshops in coordination with the subject matter experts (SMEs) which reflect current approaches to the delivery of a scientific curriculum. Analyze training needs. Coordinating with various management officials throughout the Bureau to plan studies to identify immediate and long-range training needs, proposes methods designed to fulfill training objectives, including alternatives and cost analysis; determines most effective training methods. Advise management officials and other bureau personnel on training and skill sources in the areas of organizational management, enhancing employee potential to resolve employee skill imbalance issues, development of leadership and management. Develop training guidelines, instructional methods, course materials, training aids, and new or modified applications of educational technology for use in training programs or courses. Coordinates, tests, validates, and directs the final review of courses under development for educational adequacy, clarity, and accomplishment of objectives. Coordinate training course packaging and publication. Determine equipment, manpower, and other resource needs. Determine the curriculum review periodicity and schedule with the SMEs to ensure accuracy and applicability of the course goals and objectives. Provide recommended updates and implementation schedules to management. Advise senior leadership on curriculum development strategies and knowledge management principles. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 2802, is the exclusive representative of all employees in this bargaining unit. Salary Information: GS-12: $82,830 (Step 1) - $107,680 (Step 10) per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EENN-23-EI-210(DEU) for those applicants who wish to apply and be considered under Competitive Examining procedures.

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, all applicants must meet the Education Requirements described below: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology:Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices:Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training:Study of the application of computers in education and training, including selecting appropriate computer software. AND (2) Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: applying known learning theories and methodology (such as ADDIE or SAM) in developing curriculum, learning activities, e-Learning or career-based training in a corporate setting; AND reviewing and/or editing course materials, aids, and devices; AND designing adult learning and/or instructional systems design, writing content, and evaluating effectiveness of programs; AND using development tools such as Articulate Storyline and Adobe Creative Cloud applications; AND evaluating and analyzing course effectiveness.
