About the Position: Position is with the US Army MSCoE G8 OFFICE, ACCOUNTING DIVISON at Ft. Leonard Wood, MO.
Located in the beautiful South-Central Missouri Ozarks. It covers more than 61,000 acres and is located in Pulaski County, MO. Bordering the installation to the North are the towns of Waynesville/St. Robert and Interstate 44. St. Louis is a 2-hour drive to the East along I-44 and Springfield is a little more than an hour's drive to the West of Ft. Leonard Wood.
Duties
As Chief of the Managerial Accounting Division, serves as the installation's accountant, responsible for the continuing review, revision, improvement, and adjustment of the entire appropriated financial accounting program at the installation.
Issues appropriate directive/ guidance, directs actions to be taken, and resolves procedural problems.
Provides meaningful information to managers regarding the effectiveness and efficiency of their financial management systems and practices.
Reviews and analyzes a wide variety of documents, reports, policies, operations, and procedures at installation-wide level. Develops alternative options, to assist managers in improving financial management performance.
Serves as a systems accountant to perform professional accounting work.
Applies considerable ingenuity to solve a wide variety of complex systems problems where no clear precedents exist. Work may involve continuing study and revision of an existing system or design of subsystems. Identifies financial trends.
Identifies and resolves problems in accounting reports through analysis of reports, which are used by management to preclude budget activities from violating the Anti Deficiency Act and to monitor financial trends to ensure optimum use of resources.
Activities are notified through verbal and written communication of the trends identified with recommended changes to revise unfavorable trends. Accounting problems are reviewed and resolved by incumbent.
Participates in management decision-making by providing assistance in interpreting and applying financial data and information, in developing suggestions, alternatives, and recommendations which contribute to the decision making process.
Suggests approaches to be taken and in using accounting data to more effectively manage programs.
Supervises activities and employees involved in the application or accounting principles, theories, concepts and practices to a wide variety, of difficult problems.
Keeps employees informed of management goals and objectives.
Responsible for personnel management to include recruitment, selection, evaluation of performance, action on leave requests, awards, initiation of disciplinary actions, and all other necessary functions.
Plans work to be accomplished by subordinates.
Establishes standards of performance and evaluates subordinates performance.
Provides advice, counsel, or instruction to individual employees involving technical, work as, well as administrative matters.
Interviews candidates for selection, promotion and/or reassignment, within area of responsibility.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty travel may be required up to 10% of the duty time.
- Incumbent is required to complete the Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
- Obtain and maintain Secret Clearance.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management.,
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

Basic Requirements
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes providing technical guidance in the implementation of accounting policies; utilizing automated accounting systems to prepare funding and budget execution data; and advising management on financial conditions relative to probable fiscal decisions.
