The primary purpose of this position is to serve as an International Affairs Analyst responsible for obtaining new, and maintaining existing, operating rights in foreign countries and negotiate, develop, and maintain international relationships.

Duties

DUTY 1: Serves as a political-military advisor for organizational activities in foreign countries to ensure those activities are consistent with US national policies and in compliance with regulations and US law. DUTY 2: Develops, coordinates, negotiates, and maintains government-to-government and agency-to-agency agreements with foreign governments and international organizations. DUTY 3: Serves as a political advisor to the Chief of International Affairs and senior staff on a wide range of political and diplomatic matters concerning worldwide operating rights for unit activities in foreign countries and the development of international relationships with counterpart foreign/international organizations. DUTY 4: Creates procedural guidance concerning release of military information to foreign governments and international organizations assigned.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. NOTE: You must submit a copy of your transcripts with your application. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education. OR Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPEIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience includes knowledge of a wide-range of concepts, principles, and practices related to US foreign policy, particularly as it relates to the unit's worldwide mission; must have detailed knowledge of US government regulations and directives that grant authority to negotiate international agreements and stipulate how such authority is to be sought; must thoroughly understand National Disclosure Policy and associated implementing directives; must have an inter-disciplinary understanding of key scientific phenomenologies employed by the organization and have the knowledge and ability to bridge technical and political discussions and negotiations. Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, regulations, policies and procedures related to DoD international agreements, technology transfer, and information disclosure. Knowledge of the mission, roles, functions, organizational structure, and operation of the DOS, DOD, Air Force, and organizations that interface with or influence the Center's international agreement process. Knowledge of the Center's mission is highly desirable. Must have the ability to communicate effectively, both orally and in writing, in domestic and international environments. Must be able to interact with DISL / SES officials, senior foreign dignitaries and civilian leaders. Ability to analyze political-military, force protection, and international cooperation issues and identify significant factors, gather pertinent data, and recognize solutions. Knowledge of physical science disciplines. Knowledge/experience of security regulations, practices, and procedures for ensuring the safeguarding of classified and sensitive information. CONDITIONS OF EMPLOYMENT CONT. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
