The System and Program Management Branch/SF4, within the Human Systems Engineering and Integration Division/SF, and Human Health and Performance Directorate is announcing an opportunity to serve as the Exploration Project Manager. This position is a Senior Project Manager position within the SF4 Branch, to manage the design, development, and certification of key Crew Health and Performance hardware and software projects in support of the Moon to Mars Programs.
Duties
Leads a team responsible for defining operational, functional and interface requirements, and certifying, developing, performing analysis, integrating and evaluating Crew Health and Performance flight hardware, software, systems, and payloads.
Manages projects within defined performance, schedule, and cost parameters. Works with stakeholders to formulate the technical content of the project and coordinate the implementation, assessment, and modification of objectives and requirements.
Leads contractor and/or supports team to ensure that deliverables meet requirements and customer expectations.
Provides human system integration to ensure hardware/software interface and performance meets the human needs.
Manages integration efforts and negotiates technical issues with independent stakeholders to ensure that products associated with projects are integrated with the project schedule and provides support to ensure timely product development.
Directs and manages budget and resource planning activities, including budget formulation and execution for the projects assigned. Analyzes and plans resource requirements, scheduling, and manages risk.
Develops/reviews plans to anticipate impacts on resources. Integrates schedule requirements and resource directives. Identifies technical, cost, or schedule threats, liens, and opportunities within the project and recommends corrective measures.
Serves as subtask manager as required for Human Health and Performance Contract activities in support of the project.
Interfaces with external partners and institutions, other NASA Centers, other Agencies, and International Partners to assure that significant events/milestones, opportunities, and issues related to the project are communicated and coordinated.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Participating in flight hardware development, such as requirements development, hardware testing and certification processes/Certification of Flight Readiness (CoFR), etc.;
Providing technical oversight of a project or program involving leadership of multi-organizational teams;
Investigating systemic issues affecting the design, development, test and/or evaluation of ground test or flight hardware or software systems.
Experience with software development and certification is desired, but not required.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
