Serves as Information Technology (IT) Strategic Planner and Project Manager for the Regional IT Services and Solutions Division (RITSS) within the Headquarters/Goddard Space Flight Center Office of the Chief Information Officer (OCIO) at Wallops Flight Facility (WFF). Plans and develops strategic long-range objectives and milestones for IT projects that involve substantive, mission-oriented programs, and IT infrastructure.
Duties
Oversees a full range of IT and telecommunications services supporting WFF, Independent Verifications and Validation Facility (IV/V), Goddard Institute for Space Studies (GISS), White Sands Complex (WSC), and other Goddard launch and remote sites.
Conducts information technology (IT) strategic planning and project management activities. Facilitate teams in conducting analyses, developing goals, objectives, and strategies, and in other strategic, tactical, and business planning activities.
Develops current and future IT policies and solutions that align and integrate programs, project, and organization’s IT systems with the overall Center and Agency IT architecture. Includes reconciling conflicts between policies and program goals.
Plans/develops short and long-range objectives and milestones for IT projects that involve substantive, mission-oriented programs. Includes coordination of contracts, workforce, estimates, budget plans, costs, and implementation strategies.
Serves as expert/advises on the application of new information technology, network, and security architecture implementations in the areas of computing, voice, data, and video solutions. Reviews proposed new systems, networks, and software designs.
Partners/resolves integration issues related to the implementation of new systems within the existing infrastructure and develops plans for existing, routine equipment replacement, maintenance, and repairs to meet current and future requirements.
Develops IT project and procurement plans to forecast manpower and funding requirements, budget estimates, project milestones, and appropriate approvals.
Manages IT projects, develops and implements project management procedures. Integrates configuration management, IT security, IT architecture, infrastructure design, and systems integration aspects into IT project plans.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Developing, implementing, and monitoring Information Technology (IT) projects, policies, and planning activities;
Analyzing and resolving issues related to IT business planning and integration issues for programs and customers;
and
Developing funding requirements, workforce requirements, budget estimates and milestones for IT projects and
programs.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
