The Program Manager position is located within the Bureau of Political Military Affairs, Office of Weapons Removal and Abatement (PM/WRA). The incumbent serves as a senior Conventional Weapons Destruction (CWD) program expert, managing a complex portfolio, supporting office management, bureau leadership and other senior U.S. government officials with expert advice and recommendations for advancing CWD policies and priorities.
Duties
Providing advice to senior United States government leaders on conventional weapons destruction (CWD) issues related to humanitarian mine action and conventional munitions physical security and stockpile management.
Developing solutions to complex CWD program challenges and ensuring program solutions involve bureau objectives and US. foreign policy priorities.
Managing a portfolio of bilateral, regional, and/or global CWD assistance programs.
Supporting office management, bureau leadership and senior U.S. government officials.
Creating detailed program implementation plans for execution through various organizations.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Statement of Employment & Financial Interest required prior to appointment.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience evaluating Conventional Weapons Destruction program operations for effectiveness and efficiency.
Experience advising stakeholders on humanitarian mine action and arm/light weapons (SA/LW) programs, policies, and regulations.
Experience implementing program plans for humanitarian assistance programs.
There is no substitute of education for specialized experience for the GS-14 position.
