The primary purpose of this position is to safeguard the cultural heritage of the Ellsworth AFB Museum collections through collection management, documentation, conversation and exhibit.
Duties
Serves as a curator for the Heritage Museum program at Ellsworth AFB.
Performs Collection Management: Manages Gift Acceptance Program using current directives.
Responsible for developing and overseeing training plans and check lists for Museum and Air Park volunteers.
Maintains and manages the yearly budget for the Museum and Air Park. Plans and coordinates future spending estimates for all supplies and materials.

Qualifications
In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions+ IOR.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: museum work; or in an applicable subject-matter field.
OR
Combination of education and experience -- courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
OR
Four years of experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study as shown in A above.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes, professional knowledge of historical principles, concepts, research sources, methodology, and techniques. Knowledge and general understanding of organization and major command history programs and current operations, policies, programs, and activities, especially as they apply to a typical military installation structure. Ability to communicate effectively, both orally and in writing, and to use techniques required to conduct oral history interviews. Ability to collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources and in preparing a narrative that presents a balanced and realistic picture of the subject. Ability to critically evaluate sources of information and establish validity of historical facts. Knowledge of professional museum procedures, ethical and professional museum standards, conservation and preservation methods, and techniques required to maintain historical artifacts.

EDUCATION: Successfully completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of museum management regulations, policies, directives and procedures.
2. Knowledge of museum administration that includes identification, acquisition, registration, cataloging, deaccessioning, conservation and preservation techniques related to collection and selection of artifacts, exhibit design and interpretation, and volunteer management.
3. Knowledge of historical research sources and methods required to maintain the historical integrity of museum collections and exhibits. Skill in preparing exhibits including text, graphics, artifacts and appropriate fixtures.
4. Knowledge of aerospace history and the USAF's influence on aeronautical history.
5. Skill in financial management and budget formulation in order to plan and allocate resources for museum operations and maintenance. Knowledge of facility management methods, policies, and procedures for the planning, and managing the operation, maintenance, repair, improvement, renovation, and construction of facilities.
6. Ability to communicate effectively, both orally and in writing. Working knowledge of basic computer systems and common software and apps used by the USAF: Windows, Word, Outlook, Excel, Teams, Zoom, etc.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
