About the position: This position will be assigned to the Bowman Center on the Naval Weapons Station, Goose Creek, SC.
Duties
The purpose of this position is to enhance the quality of life for the single 18-25-year-old military personnel by providing a
comprehensive leisure time program of social, cultural, recreational, athletic and fitness activities.
Develops and implements comprehensive Liberty (Single Sailor) Program that includes the implementation of recreational
programs and the operation and maintenance of indoor and/or outdoor recreational facilities. Programming includes scheduling, organizing, publicizing, directing and evaluating both recurring and non-recurring activities for a target population of 18-25-year-old Sailors. Maintains a high level of visibility with the Sailors through innovative methods of out-reach; use of BEQ, Galleys and MWR facilities promoting the Single Sailor Program and the Single Sailor facility. In regard to social activities; fosters acceptable peer relationships through a program of social events and activities such as dramatics, theater, community and special events, parties, picnics, concerts, holiday activities and sporting events. For cultural activities, incumbent will introduce the Sailors to the local area and culture, assisting them with adjustment/acclimation. Incumbent will also plan schedule and/or arrange for structured classes and provide Sailors with opportunities to learn basic recreation skills that will enable them to utilize their leisure time effectively. Under Outdoor Rec Activities, education and acquaints Sailors with nature by providing recreational activities as hiking, orienteering, adventure sports, instructional classes and field trips. Building and utilizing Networks, forms, coordinates and maintains a network or "team" of Sailors to develop and deliver communications and programs. Under Sports/Tournaments, builds a well-rounded program that affords individual competition, team competition and engaging physical activities. Programs will be coordinated with parent command as necessary. Activities are those that are not necessarily conducted as part of the installation's intramural programs. Plans local and overnight trips to provide opportunities for leisure travel, sight-seeing and attending social and sporting events.
May supervise and be responsible for three (3) APF or NAF regular and/or Flexible category employees and volunteers on a continuous rotating basis. Employees supervised may also be include on/off-duty military. Supervisory duties involve assisting with recruitment, interviewing, selection, orientation, training and evaluations and approving leave.
Prepares and justifies annual operating budget (APF and NAF) for inclusion in the overall Morale, Welfare, and Recreation (MWR) fund budget submission. Budget requests are based on a needs assessment of the population services and includes projected expenses for supplies, instructor and officials fees, maintenance and upkeep of facilities. Estimates projected income derived from fees, charges and other miscellaneous fund-raising initiatives. Budget submissions must meet assigned self-sufficiency requirements.
Manages and conducts day-to-day operations of the Liberty Program. Responsible for all supplies and equipment necessary to support activity programs. Ensures proper internal controls are established to protect income, minor property, fixed assets, resale merchandise, supplies records, etc.
Develops, plans and coordinates special activities such as carnivals, tournaments and special events. Assures fire, security and sanitation inspections are conducted and routine maintenance of facilities is performed.
Maintains telephone and personal contact with responsible representatives of the command, special interest groups, local community officials and civic organizations. Represents the 628th Force Support Squadron at conferences, seminars, discussions and formal and informal meetings attended by all levels of personnel.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.
Qualifying Experience:
Bachelor's Degree in recreation or closely related field is preferred or 2-7 years of experience in a similar related program/field. concentrating on developing or overseeing social, educational, or recreational programs with young adults. Knowledge of the goals, philosophy, principles, techniques, and methods of procedure used in organizing, planning, administering and conduction of leisure time activities. Knowledge of the entire scope of activities and their suitability for individuals, groups, ages, and interests. Ability to market the program and motivate eligible patrons. Knowledge of the Affirmative Action Program and support of it in all day-today activities. Communication skills necessary to work with the target age group of single military personnel, advisory groups and local community representatives and vendors. Must possess and be able to obtain certification in First Aid and CPR and must maintain certification.
Must have, or be able to obtain, a license to drive a 15-passenger van. Computer skills are mandatory. Must satisfactorily complete a National Agency with Inquiries (NACI). This is also a Testing Designated Position. Incumbent is subject to random testing for drug use. Position is a position of trust.

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
