The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.

Duties

The ODNI's Information Management Office (IMO) directly supports the COO and senior leadership by providing essential management of classification, declassification, information access requests, and records. This vacancy seeks a qualified officer to work in IMO's Classification Management & Prepublication Group as the Prepublication Team Lead. Develop and maintain subject matter expertise in classification and prepublication. Implement programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons' privacy. Conduct simple and complex prepublication reviews of ODNI information, often with short deadlines, and with impeccable attention to detail and the ability to manage multiple efforts simultaneously. Assign, monitor, and track progress of significant projects, anticipate and address possible impediments to achieving objectives, and ensure that timelines are met. Guide contractor personnel supporting the prepublication mission. Bring personal expertise with regard to the development and implementation of information sharing tools, technology, plans, and policies to facilitate the cooperation and effective coordination of the ODNI, the IC, and other U.S. Government agencies. Support interagency and cross-directorate collaboration on the development of classification and prepublication policies, guidelines, and procedures, and broker classification and prepublication agreements with external entities, then evaluate and assess these efforts to ensure that they are successful. Interpret and apply statutes, orders, and regulations governing Federal and agency information and data, and provide guidance to audiences or customers of varying levels of expertise. Direct the implementation of interagency prepublication activities and programs by coordinating and integrating the competing requirements and priorities of multiple stakeholders, including supporting and participating in interagency meetings. Ensure proper handling of highly classified and limited distribution materials. Plan, prepare, and present briefings, training, reports, and presentations to ODNI leadership, senior policymakers, IC members, and other intelligence consumers in a manner that meets their specified requirements. Ensure timely and accurate IMO responses to ODNI and Executive branch taskings, as directed, coordinating with inter- and intra-agency offices and subject matter experts, as required. Represent IMO and ODNI within the ODNI and across the IC and Executive branch prepublication and classification management community, as needed and as directed, participating in interagency venues, working groups, and meetings. Ensure the maximum exchange of information throughout the IC and to nontraditional customers by balancing the responsibility-to-provide principle with the need-to-know standard as defined by existing policies, laws, and regulations.
