The position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Midsouth Healthcare Network (VISN 9), VA Medical Center (MC), Nashville and Murfreesboro TN under Organizational Development Service. This position serves as the VA Talent Management System (TMS) Domain Manager for Tennessee Valley Health System (TVHS) and surrounding Community-Based Outpatient Clinics (CBOCs) at all levels of the organization.

Duties

The purpose of the position is to address a full range of conventional and unconventional problems, questions, or situations in a specialized area of education for the purpose of satisfying education needs of employees, students, residents, and contractors of TVHS Medical Centers and associated CBOCs and Network employees, at all levels of the organization. The core duties of this position include but are not limited to: Administers and resolves policy, program, and project issues associated with educational programs. Promotes, coordinates, and improves education policies, programs, standards, activities, and opportunities. Provides guidance and oversight to medical center service level TMS administrators. Generates and/or coordinates TMS training compliance reports and briefings. Conducts negotiations for various aspects of programs/projects including TVHS Education Committee and other required committees. Accesses and analyzes data from a wide range of sources regarding employee development and training. Troubleshoots TMS issues and providing customer support. Tracks and reports that mandated trainings are completed as required. Work Schedule: Monday - Friday | 7:30 AM - 4:00 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. In addition to meeting the Time-in-Grade requirement, applicants must also meet one of the following: SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as: Administering local programs and policy. Communicating complex information to individuals from a variety of professional backgrounds, both orally and in writing. Advising users with the troubleshooting, training, and tracking of employees' training courses. Understanding strategic and facility planning goals and objectives, planning processes, and administrative operations. Planning, evaluating, administering, modifying, and coordinating of training programs. Generating reports. Providing training and giving presentations to groups. **The preferred candidate would possess experience with database management, program management, and/or as current TMS administrator. You will be rated on the following Competencies for this position: Administration and ManagementCreative ThinkingData ManagementTechnical Credibility Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. PHYSICAL REQUIREMENTS: The work is primarily performed in an office setting in a training environment which includes sitting, standing, walking, and operating a computer. Travel may be required between sites.
