The VA San Diego Healthcare System (VASDHS) is a Level 1a major interdisciplinary teaching healthcare system, offering a variety of Inpatient and Outpatient services to Veterans at the medical center in La Jolla and at the six Community Based Outpatient Clinics (CBOCs)

Duties

The Informatics RN assumes the following duties and responsibilities: Initiates, leads and evaluates performance improvement efforts related to nursing informatics programs with special emphasis on Nurse Sensitive Indicators, nursing relevant metrics and clinical outcomes. Functions as an expert in data management and analysis in areas related to the assigned roles and responsibilities for the evaluation of current practice to formulate outcomes for groups of patients, staff and organization. Provides oversight of projects related to Informatics initiatives that impact nursing staff. Leads data management for Nurse Sensitive Indicators, staffing methodology and participates in data interpretation and presentations. Coordinates needs assessments and prioritizes needs in planning for nursing sensitive outcome educational programs. Applies the nursing process to all aspects of program execution and collaborates with appropriate personnel regarding clinical data, reporting, documentation, application and evaluation. Practices and models for staff the belief that caregiving is best achieved through kindness and compassion, and that families, friends and loved ones are vital to the healing process. Practice follows the ANA Nursing Informatics Scope and Standards of Practice. Assumes responsibility and accountability for individual nursing judgments and actions. Demonstrates leadership in identifying, analyzing, and addressing ethical issues that impact patients and staff. Makes contributions to health care and the nursing profession within the workgroup and program as evidenced by professional presentations, participation in professional organizations and/or sharing new learning within the sphere of influence. Uses scientific inquiry to identify, evaluate, refine and expand the body of knowledge that forms the foundation of the nursing discipline and practice as related to Nursing Informatics. Facilitates installation, implementation, maintenance, and overall use of BCMA throughout the Medical Center. Conducts and oversees BCMA educational programs using teaching methods appropriate to the educational and experiential level of participants. Analyzes, identifies and assesses resource utilization and safety issues related to medication delivery, taking appropriate action based on patient needs, staff needs and staff competencies. Monitors and reports BCMA status and issues to local management and National BCMA Program Office as required for annual equipment inventories, contingency plan, medication use, PRN effectiveness and other metrics. Provides ongoing staff assessment of ergonomics and usability issues as related to BCMA hardware and software. Reviews equipment needs and submits equipment requests in a timely manner, providing vendor information and cost analysis. Initiates, implements, evaluates, and reports on trial equipment. Performs a leadership role in providing input in the budgetary process at the service level. Actively participates in the Pharmacy and Therapeutics Committee, the Medication Safety Committee and the Medication Aggregate Review Committee, relevant outcomes committees and councils such as Pressure Injury Prevention, PCS Outcomes Council, BCMA Committee, etc. Serves as a medication system expert representative on various committees, Root Cause Analyses (RCA), process improvement teams, etc. Utilizes clinical knowledge and experience and the nursing process to identify key nursing issues. Maintains current facility enrollments in BCMA National and local mail groups. Participates in the National BCMA conference calls and training initiatives. Initiates and accurately completes Medication Error Analysis, Patient Safety Reports and Accident/Injury forms within established timeframes. Recommends and implements changes at the program or service level to meet standards. Evaluates policies and procedures and provides written revisions to the Medical Executive Committee. Performs other duties as assigned. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: BSN and MSN with a focus on Informatics or Master's in other health related field. Specialty certification in Nursing Informatics or Quality Management. Experience with Patient Safety initiatives including Root Cause Analysis, National Patient Safety Goals, Proactive Risk Assessment, and regulatory agency requirements such as the Joint Commission within the last 5 years. Current Clinical or Informatics experience with BCMA. Experience with Patient Safety Indicators/Nursing Sensitive Indicators/National Patient Safety Goals/Performance Improvement within 5 years. Current experience using LEAN/Six Sigma Method. Evidence of leading teams, experience with leaders and staff engagement. Demonstrated current experience with statistical methods to extract, store, and analyze health care data to support clinical decisions. Experience with various databases, both VHA and community, such as SAIL, Press-Ganey, VISTA reports, etc. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
