Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of Policy and Analysis and will be filled in either Anchorage, Alaska; Camarillo, California; Houston, Texas; Sterling, Virginia or Washington, D.C. This is not a virtual position.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Manage BSEE's performance measurement program and integrate it with strategic planning, program evaluation, and budget planning.
2. Facilitate the interpretation of data and information to assist senior management in making strategic recommendations for programs. This involves collaborating with program subject matter experts to analyze and synthesize data from a wide range of sources; monitoring data trends to identify relevant issues; fostering cross-bureau relationships to advance achievement of bureau and program goals; and communicating factual and analytical information clearly to a range of stakeholders (e.g., senior leaders, program subject matter experts).
3. Serve as a technical expert with respect to all phases of statistical interpretation, which includes providing technical advice to peers and senior managers on statistical methods and techniques to enhance analysis and interpretation of information collected.
4. Conduct data and statistical analyses and develop visualizations to evaluate the effectiveness of existing policies and programs, support policy development, and assess progress toward strategic goals, as well as to convey complex data driven analyses and interpretations to a variety of audiences.
5. Lead or participate in bureau-wide, cross-bureau and cross-agency studies or analyses of major program issues.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Camarillo, California: GS-14, Step 1: $134,766.00 - GS-14, Step 10: $175,192.00
Houston, Texas: GS-14, Step 1: $134,346.00 - GS-14, Step 10: $174,647.00
Jefferson, Louisiana: GS-14, Step 1: $116,393.00 - GS-14, Step 10: $151,308.00
Sterling, Virginia AND Washington, D.C.: GS-14, Step 1: $132,368.00 - GS-14, Step 10: $172,075.00
First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
(1) Developing, implementing, and managing program performance measures including validating performance data at an agency, bureau or Departmental level;
(2) Conducting data and statistical analyses to inform programmatic decision making;
(3) Facilitating teams of interdisciplinary and geographically diverse colleagues to measure program performance and interpret data; and
(4) Initiating, leading, or managing complex programs or projects.
