This position is located in Katmai National Park and Preserve (KATM), in the Natural Resources Division. KATM is world famous for brown bear viewing, fishing, volcanism, and pristine wilderness. The park has the highest density of protected brown bears in the world.

Duties

This position serves as the Natural Resources Manager, a senior principal advisor in the management of natural resources and is responsible for program development and implementation. Major duties include: Managing the park's natural resource program, including wildlife, fisheries, paleontology, botany, hydrology, and physical sciences. Directing an intricate program of natural resource management activities that involve sensitive and complex issues. which impact a wide variety of park issues. Developing and implementing long range plans for the inventory, evaluation, documentation, preservation, and research of natural resources within the appropriate mission, objectives, and resource contexts, working with park and regional office staff and partners. Negotiating cooperative and interagency agreements and other cooperative instruments needed to effectively carry out resource stewardship goals. Developing and maintaining effective working relationships with members of culturally-affiliated groups (including Alaska Native corporations, villages, tribes, and officials), federal, state, and local agencies, and the public. Directing professional staff in the design, development, testing, and implementation of scientific monitoring protocols to identify, evaluate, and do long-term monitoring of ecosystem components. Representing the park on National Park Service regional or national task groups or similar organizations, and making presentations in the park, at public gatherings, and in professional settings. All qualifications must be met by the closing date of this announcement-11/20/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. BASIC REQUIREMENT: To qualify for this position at the GS-12 grade level, you must possess at least one of the basic requirements for the General Natural Resources Management and Biological Sciences Series 0401, or, General Physical Science Series 1301, as follows: General Natural Resources Management and Biological Series, 0401: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. You must include transcripts. OR Combination of education and experience that included course work equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or a discipline appropriate to the position, plus appropriate experience or additional education. You must include transcripts and hours worked per week. -OR- General Physical Science, 1301: Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. You must include transcripts. OR Combination of education and experience in which the education is equivalent to one of the majors shown above (physical science, engineering, or mathematics), that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You must include transcripts and hours worked per week. - AND - In addition to meeting at least one of the basic requirements listed above, to qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: extensive knowledge applying laws, regulations, policies, or professional judgment in the protection of natural resources which includes professional natural resource work in vegetation, wildlife, sensitive species, exotic and pest species, fisheries, air and water quality, soils, geology, hydrology, paleontology, other physical sciences, and range management. In addition, qualifying experience should also include knowledge of scientific data acquisition and analysis standards, methods, and recording techniques so that the incumbent can efficiently manage the collection and summation of data and accomplish data analysis in a way that is highly credible and meets scientifically acceptable standards; in-depth knowledge of program management and administration of budget, contracts, and personnel; and/or demonstrated skill to plan and carry out complex, credible resources programs so that the resource stewardship needs of the park are met in a cost effective, efficient, timely, and professional manner.
