THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PHYSICAL SCIENTIST - TITLE 5, Position Description Number PDT5210000 and is part of the KY 123 AW, National Guard.
Duties
As a PHYSICAL SCIENTIST - TITLE 5, GS-1301-12, you will manage a complex, highly technical environmental management and protection program. Serve as installation's expert on DoD, AF, ANG, EPA state specific environmental laws and regulations. Environmental Management duties and responsibilities include, but are not limited to: Hazardous Waste Management, Storm Water Management and Control, Air Quality, Water Quality, Pollution Prevention, Green Procurement, Environmental Restoration Program, Cultural and Natural Resources Management, Spill Prevention and Response, Environmental Management System, Environmental Impact Analysis Program Management, and Qualified Recycling Program Management. Manage Planning, Programming, Budget and Execution for the installation's environmental quality program area. Prepare and guide implementation of environmental program plans. Serve as an active member of the installation Design Working Group accomplishing planning in conjunction with Civil Engineering for military construction and renovation projects. Responsible for ensuring environmental permits for construction projects are obtained and evaluate environmental impact of construction and renovation projects. Plan work to be accomplished by subordinates, set priorities, and prepare schedules. Review organization mission, functions, and manning. Identify requirements and initiate requests for additional resources as needed. Provide advice to supervisor on significant issues and problems related to work accomplishment. Perform self-assessments and present comprehensive reports. Assess and revise policies and procedures to improve quality, timeliness, and efficiency of work. Perform other duties as assigned.

Qualifications
SPECIALIZED EXPERIENCE:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-11) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of environmental engineering duties and standard practices. Possess a comprehensive knowledge of Environmental Protection Programs that involve federal/state compliance procedures and standards associated with pollution prevention, hazardous waste management/minimization, recycling and environmental impact. Experience planning, organizing, directing, coordinating, operating, and evaluating Installation Environmental programs. Experience applying basic budgetary policies and procedures to provide a financial analysis of environmental resource requirements. Knowledgeable of pertinent laws, regulations, policies, and precedents affecting the Installation Environmental Management Program. Experience preparing and presenting briefings, projects papers, and reports to high-level leadership.

Education
To qualify for GS-1301 Title 5 Excepted Service positions, on the basis of completed education listed below:
- Bachelor Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
-OR-
- Combination of education and experience: education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
To receive credit for education, you must provide OFFICIAL transcripts for validation.
