This position is within the finance department at Truman, VAMC.

Duties

Duties may include but are not limited to: The supervisory CPT is responsible for the following: promote effective utilization of employees to achieve program goals and ensure efficient and economical work by planning, scheduling, organizing, coordinating, assigning, directing and reviewing subordinate CPT work and by dealing effectively with employees and union representatives, set and adjust short-term priorities and prepare schedules for completion of work as necessary, ensure assigned work is based on priorities and difficult and requirements of assignments are based on capabilities of the CPTs. Maintain working knowledge of HR rules, regulations, policies and practices; keep the direct superior and CPTs informed of HR matters; evaluate subordinate CPTs' performance; interview and recommend CPT selections and appointments; recommend reassignments, promotions; status changes; awards; disciplinary actions and separates; discuss, investigate and respond to CPT grievances and dissatisfaction in order to resolve conflicts informally, while referring group grievances and more serious unresolved complaints to the CFO/ACFO or designee; resolve difference between subordinate CPTs and effect minor disciplinary measures such as warnings and reprimands, recommending other action in more serious cases; find ways to improve production or increase the quality of the payroll work directed. Develop resolutions/solutions to unique or regular and recurring payroll errors based on recommendations from subordinate CPTs and/or review of reports or other pay related documents and/or issues that commonly arise. Discuss resolutions/solutions with CFO/ACFO and/or designee; HR leadership; supervisors; union representatives; subordinate CPTs and occasionally with impacted employees. Gather all information, interpret and take meaningful action on transactions that lack specificity at times due to system interfaces and/or updates or tax changes that require additional in-depth research. Process or closely review subordinate CPT processing of the most complex and sensitive assignments, such as court settlement agreements which may take several months or more to complete, typically involving premium pay, and may require reconstruction further back in time. Establish and develop, or review development of, instructions or Standard Operating Procedures (SOP)s for subordinate CPTs and VAMC staff resulting in proper timekeeping and accurate pay; interpret impact of new or updated policies and regulations to determine impact to CPTs, overall Payroll program and/or VAMC staff. Promotion Potential: This is the full performance level of this position. Work Schedule: Monday-Friday 8:00am to 4:30pm Telework: This position may be authorized for telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. There is no education substitution for this occupational series. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of extensive and diverse financial regulations, operations and procedures relating to civilian pay and/or time and leave matters to resolve nonstandard transactions, complaints or discrepancies; provide advice; or perform other work that requires authoritative procedural knowledge. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
