This position is located in the Veterans Health Administration (VHA), VHA Office of Communications, VHA Broadcast Center at VA Central Office (VACO). The VHA Broadcast Center team supports the communications needs of VA's most senior leaders and Veteran-focused initiatives to internal and external audiences.

Duties

The incumbent performs the following major duties and responsibilities: Determine appropriateness & then select, design, develop & deliver video based (and other) media products and services. Establish best practices and benchmark other organizations through formal processes, learning activities, professional self-help and related org. memberships. Manage multiple projects with differing complexity, content, deadlines and budgetary issues - personally performing managerial or craft skills or through a mixture of in house and/or contract staff. Produce and direct linear video productions. Perform all duties associated with videography, editing, set design, lighting design, engineering, audio mixing, and floor managing, etc. Work Schedule: Monday - Friday 8:00a.m, -4:30p.m. Compressed/Flexible: May be available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will qualify based on your experience as described below: Individual Occupational Requirement: In order to meet the basic requirement of the Audiovisual Productions Series,1071 Occupational series, you must possess: Education Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge and skill is necessary in education and communication fields; Video production process; knowledge of the technical aspects of storage, transmission, optics , analog and digital processing; skill in editing, lighting location and on-air directing camera, graphics and animation. You will be rated on the following Competencies for this position: Teamwork: Ability to manage daily activities, and to function as a team member of internal and external to determine project objectives, approaches, and budgets; and to manage fiscal resources. Technical Knowledge: Technical Knowledge: Knowledge of the disciplines and skills involved in producing, scriptwriting, and various formats such as documentary, biographical, historical, and dramatic. Media Production: Ability to produce media for national public distribution and broadcast on commercial broadcast networks, including packaging and delivery guidelines for network broadcast programs and Public Service Announcements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed in a wide variety of environments, stooping, standing, lifting and other physical demands may be required.
