The primary purpose of this position is to serve as the Instructional Systems Specialist, exercising supervisory and managerial authority over Training Support Flight subordinate employees and, possibly, one subordinate supervisor, and training functions. The organizational location of this position is: 724 Special Tactics Group, Pope AFB, NC

Duties

Plans, organizes, and oversees the activities of the Training Support Flight in an installation training squadron, ensuring the flight complies with legal and regulatory requirements and meets customer needs. Manages training squadron total support requirements to include personnel, course scheduling and programming, equipment, and other resource requirements. Serves as Instructional System Development (ISD) consultant for the installation's training squadron, providing professional instructional systems advisory services for an 0-6 Joint Task Force inside a 3-subunified command. leadership and managers. Oversees planning for the Training conducted at the O-6 JTF supporting national mission operational objectives. Exercises supervisory personnel management responsibilities.

  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • Must be physically and mentally able to handle training conditions, to include adverse weather and extreme temperatures.
  • Must be able to perform duties in the training environment, which may include high altitudes, rough terrain, traveling on military aircraft or boats, etc.
  • Physical demands range from walking/hiking at a rapid pace for up to 5000 meters over rough terrain, standing during long periods during a typical day, bending, reaching, and lifting up to 30 pounds of training materials.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the Instructional System Development (ISD) techniques to analyze, design, develop, implement, and evaluate AF training programs and processes and the ability to apply learning theory to specify objectives, design training strategies, validate training materials, and evaluate training effectiveness and efficiency; knowledge of organizational procedures as they pertain to implementation, sustainment, modification, resourcing, and training system production management principles, concepts, and policies to include training resources management responsibilities of budget, manpower and programming, and tracking of course production; knowledge of safety, security, personnel management, and Equal Employment Opportunity regulations, practices, and procedures; knowledge of civilian personnel management to work issues with the agency human resources organizations and union(s) and develop the civilian workforce by mentoring employees in the Instructional Systems and related Training Instruction series. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of organizational procedures as they pertain to implementation, sustainment, modification, resourcing, and training system production management principles, concepts, and policies to include training resources management responsibilities of budget, manpower and programming, and tracking of course production. 3. Knowledge of safety, security, personnel management, and Equal Employment Opportunity regulations, practices, and procedures. 4. Knowledge of civilian personnel management to work issues with the agency human resources organizations and union(s) and develop the civilian workforce by mentoring employees in the Instructional Systems and related Training Instruction series . 5. Ability to train, coach, and mentor subordinates and supervise their work on ISD techniques and training policies and procedures as well as plan, organize, and direct the functions, operations, and staff of a small/medium-sized organization. 6. Ability to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
