The position is located in the Washington Headquarters Service, Facilities Operations & Services Division, Facility Service Group, Alterations Work Group. The purpose of this position is to serve as a technical specialist performing research support, project engineering/program management support, development, and evaluation or engineering/life cycle support of a complex nature.
Duties

Incumbents typical work assignments may include the following:
Conducts Surveys reviews all engineering drawings, plans, specifications, standards, regulations and other applicable references. Develops a detailed scope of work that specifically addresses the work requested.
Develops statements of work, plans, specifications, and cost estimates for work to be accomplished by service contracts.
Performs final and in-progress inspections of contract work to assure that workmanship and materials are satisfactory; customer requirements, specifications and special requirements such as accomplishment of safety regulations are met; and in contract situations, work is performed in accordance with contractual agreement.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: 1) application of technical engineering methods, techniques and practices related to project engineering/program management support, development and 2) evaluation of engineering life-cycle support of building infrastructure, systems and equipment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
