This is not a (drug) testing designated position (TDP).
This position is located in the Small Business Administration, Fresno Commercial Loan Service Center in Fresno, CA. The incumbent is responsible for management and direction of all SBA work conducted at such Center including, but not limited to: administrative operations, servicing, liquidation, purchasing, post-servicing (PSA) of SBA 7(a) and 504 loans.
Duties
Project Management: Supervising employees regarding the completion of assignments in attainment of Center goals. Guides employees with knowledge of new technical information relevant to Center work and assimilating changes in the production environment. Motivates employees and recommends changes that maximize production.
Financial Management: Gathers and reviews facts related to loan balance, lien situations, collateral, interests of other creditors and any assets of the borrower that may provide recovery to the Agency. Serves as a technical expert/resource for the full range of collection, servicing and liquidation activities associated with Center loan portfolio. Provides guidance regarding particularly difficult or sensitive assignments.
Interpersonal Skills: Serves as a role model and technical expert for employees. Ensures a high level of customer service is provided to all SBA clients.
Writing: Provides well written reports and documentation as needed in the performance of duties.
Oral Communication: Communicates effectively with members of the general public, banking industry, legal and other professionals and representatives.
Requirements
- You must be a U.S. Citizen.
- You must be a current SBA career/conditional permanent competitive service employee.
- You must successfully complete a background investigation.
- You may be required to serve a one-year supervisory probationary period.
Qualifications
GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector: analysis of obligor's financial statements and the earning potential of a variety of business enterprises to make recommendations for residential and commercial/business loan applications or servicing, collections and/or liquidation actions; a thorough working knowledge of a variety of collateral, business types, loan program and general economic conditions; leading a team or managing an office of loan officers/specialists in business/residential loan programs including but not limited to servicing, collections and/or loan liquidation.
