The Systems Redesign Coordinator is responsible for facilitating and driving opportunities to create an organizational culture of continuous improvement which ultimately leads to improved quality, efficiency, and satisfaction in the services provided by the Coatesville VAMC. This position is located in the Office of the Medical Center Director and reports directly to the Medical Center Director.
Duties
Major duties include, but are not limited to:
Responsible for coordinating and assuring the success of facility level activities and programs related to implementation of the Coatesville VAMC's Management System.
Responsible for the coordination of initiatives and driving a continuously improving, just culture. The Systems Redesign Program and its related initiatives is a priority not only locally but also at the VISN and national level.
Assists in analyzing data and situations, presenting data, offering solutions to issues, and facilitation of continuous improvement projects and programs that require integration of numerous individuals and teams throughout the facility using the Coatesville VAMC Management System.
Collaborates and communicates with VISN and facility leadership and medical center groups to receive and communicate information and implement plans related primarily to Systems Redesign.
Develops and coordinates initiatives and the implementation of the facility strategic plan to promote and disseminate Systems Redesign initiatives and other related improvement initiatives using the Coatesville VAMC Management System.
Facilitates identification of potential issues, needs, and opportunities for improvement related to initiatives (such as access to care, no show rates, backlog reduction, consult management, telephone care, electronic wait lists) and facilitates workgroups to resolve process issues.
Interprets data and other information contained in reports and assures that reports are accurate, structured in a user-friendly format, and communicated in a timely manner.
Prepares responses to action items from VACO and VISN level staff in relation to Systems Redesign or related initiatives. This involves collaboration with the VISN POC, as well as VISN level and facility staff, to obtain necessary information, understand processes, and appropriately express the findings in written format.
Maintains the Systems Redesign flow of information process to Executive Leadership.
Reviews, analyzes and disseminates information and data. Incumbent keeps the appropriate Committees, Councils, and Boards informed of events and decisions related to Systems Redesign which could have significant impact on the successful operation related to assignments and programs. Incumbent facilitates the development of service agreements, coordinates reviews, and the resulting updates/changes as needed to involve teams in improvement processes.
Coordinates assigned collaboratives and internal VAMC Management System training opportunities. VISN lead initiatives, Systems Redesign teleconferences, and other national and VISN learning opportunities are facilitated as required.
Communicates with employees and leadership at the medical center and VISN level as well as with outside consultants and acknowledges the need for tactful and appropriate communications at all times.
Work Schedule: Monday- Friday; 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience would be progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work was performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Preferred: Certification in Lean Principles and/or 3 + years of experience in leading performance improvement/system redesign methodology and tools, e.g. LEAN, Six Sigma, 5S, PDCA, RPIW in a healthcare setting to improve workflow, quality and productivity, MUST have proven track record in process improvement.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is principally sedentary, however, walking, bending, standing and lifting are customary physical demands of the position. Travel may also be required to attend VISN or National level activities, meetings and conferences. The work may at times become highly stressful due to sensitivity of matters, complexity of tasks assigned, the number of programs within the office requiring assistance, and the volume of activities.
