The Intermediate Care Technician (ICT) Generalist is assigned to the Iowa City VA Health Care System. This position serves as an advanced technician within the Primary Care Service Line. The incumbent performs ongoing patient care duties in an outpatient clinical setting. The main duties of the ICT will be to work in lab performing phlebotomy and pre-processing specimens for transport to the Iowa City VA Health Care System.

Duties

ICTs are advanced unlicensed assistive personnel (UAP) who have graduated from intensive specialized military medical training programs and served as combat medics, medical technicians, and corpsman. They possess fundamental knowledge, background and experience in emergency medicine, critical care, medical readiness, field medicine, bedside care, and primary care.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. In addition to meeting the English Language Proficiency, to qualify at the GS-07 level, applicants must meet at least one of the following requirements. You may qualify based on your experience and/or education as described below: Specialized Experience: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Specialized experience includes, but not limited to: performing patient examination and provide prompt and efficient patient care; administering drugs under the direction of licensed medical staff; obtaining information and communicating information to and from health care providers; setting up and using medical equipment to obtain diagnostic and therapeutic outcomes; collecting specimens and preparing them for processing. OR, Education: You must have successfully completed one (1) year of graduate education related to the position at the next lower grade level. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (COPY OF OFFICIAL OR UNOFFICIAL TRANSCRIPTS REQUIRED). OR, Combination: You must have equivalent combinations of creditable specialized experience and education as described above to meet the total experience requirements for the position. This education must have been obtained in an accredited college or university. Only education beyond a one-half year (e.g. 6 months; 9 semester hours) of graduate level education may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will be rated on the following Competencies for this position: Clinical Data Collection/DocumentationPatient CareTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
