Serves as a Utility Systems Repairer-Operator organizationally aligned to the Boiler-Chiller Plant, Maintenance and Operations, Facility Management, Engineering Service, VA Northeast Ohio Healthcare System (541) - a level 1a complexity VHA facility. This state-of-the-art Boiler-Chiller Plant combination of natural gas/fuel oil, steam generating and softening plant where steam is generated for heat, sterilization of medical instruments, kitchen dishwashers and heating of domestic hot water.
Duties
Major Duties and Responsibilities:
Independently lights off, operates, secures, and maintains power boilers, and associated auxiliary without other higher graded operators present.
Serves as "Operator in Charge" when rotating to shifts other than day shift to include making decisions in emergency situations, troubleshooting problems, calling in maintenance personnel, etc.
Operator-in-charge may decide to shut down a malfunctioning Boiler/Chiller or other equipment and start up another Boiler and/or Chiller to bypass the trouble until the problem can be fixed.
Performs operation and maintenance on a state-of-the-art combination natural gas/fuel oil boiler plant, water treatment and softening plant and chillers and associated equipment.
Determines if appropriate plumbing, electrical, air conditioning, medical equipment repair, construction/maintenance, mechanical and general maintenance (much of which is at the journeyman level) can be made by the Utility Systems Repairer-Operator.
Operator is responsible for electrically operated Chiller plant with a total capability of 6000 tons along with 500 tons of process chill water feeding Radiology equipment along with all associate equipment including water treatment.
Operator on shift will test and analyze boiler water for; hardness, alkalinity, phosphate, dissolved solids, sulfite, polymer, neutralizing amine, and power of hydrogen (PH). Results of these tests, determine proper levels of boiler water treatment chemicals to be added.
All equipment is operated in a manner that is safe and meets operating requirements for efficient operations and performs all scheduled preventive maintenance and repairs in Boiler and /or Chiller plants.
Maintains the safe operation of the water treatment plant and water treatment plant production of treated soft water for boiler plant use.
Water testing and analysis involve daily free and total chlorine residuals on the distribution system (chill water), hardness test, alkalinity, P.H., stability, feed water proportions, and all other tests that may be required from the Environmental Protection Agency.
Performs other duties as assigned.
Work Schedule: Multiple Tours 7:00am - 330pm; 3:00pm - 11:30pm; 11pm - 7:30am including weekends and holidays.

Qualifications
PHYSICAL EFFORT AND WORK CONDITIONS: Operator is required to work from ladders, scaffolding, platforms, and elevated catwalks. Work requires standing, reaching, bending, climbing, lifting, and stooping as the work site dictates. Work may be at or above ground level. Lifting, carrying, and handling material up to 100 lb. may be required. Operators frequently work in confined areas in and around boilers, chillers, pumps, cooling towers, fuel tanks and support equipment. Operator must wear arc flash clothing while performing electrical and electronic duties.
Work is performed both inside and outside in all kinds of weather. Inside conditions may be hot and noisy. Operator are exposed to possible boiler scalds, gas, oil or sulfuric fumes, chemical poisoning, acid burns, refrigerant leaks. Cuts, burns, bruises, and broken bones may result from accidents while working around machinery and equipment. Due to the equipment involved and the operator working alone, the operator must be alert at all times. Proper PPE is required as necessitated and approved through Occupational Health and Safety.
