You will serve as a CONTRACT SPECIALIST in the CONTRACTS DEPARTMENT of NSWC PHILA DIV. Salary: GS-13: $108,084 - $140,506 GS-12: $90,893 - $118,161

Duties

You will serve as a contract specialist with contracting authority for acquisitions of materials and services required to support research, development, test, and evaluation and in-service engineering work performed at Philadelphia Division, NSWC. You will serve as a contract specialist for requirements related to Construction, A and E, and Facility Services. You will process or facilitate the processing of delivery orders/task orders, technical instructions, obligation of funds, invoice reviews, cost/price analyses and issuance of administrative modifications. You will interface with managers and technical personnel, legal counsel and other Government activities. You will work independently on procurements from cradle to grave and develop acquisition strategies in accordance with applicable regulations and local guidance. You will perform other contract administrative duties such as perform contract oversight and termination of contracts, review cost invoices and supporting documentation, and prepare stop work orders, cure notices and show-cause letters. You will evaluate the reasonableness of the contractor's proposed cost/price for use in preparing for complex negotiations. You will prepare for negotiations / discussions / awards by reviewing technical proposals, while performing cost and/or price analysis, and develop pre- and/or post-negotiation objectives to establish a fair and reasonable price.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate the following: For the GS-13: one year of specialized experience equivalent to the next lower grade level (GS-12) in the federal service or equivalent experience in the private or public sector as a professional contract specialist managing the acquisition of materials and services advising and reviewing procurement processes and contractual documents including soliciting, evaluating, negotiating, awarding, administering contracts for the procurement of equipment, supplies, or services. For the GS-12: One year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service or equivalent experience in the private or public sector as a professional contract specialist performing as an advisor and reviewer of procurement processes and contractual documents including soliciting, evaluating, negotiating, awarding, administering contracts for the procurement of equipment, supplies, or services. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement
