This position is located in the Northern Region, R1, State and Private Forestry with a duty location of Missoula, MT. Incumbent shares responsibility with the Director for providing administrative and technical oversight to all State & Private Forestry programs.. Duties

Implement policies, objectives, standards, programs, plans, and procedures associated with the overall management of assigned resources. Establish and maintain effective working relationships and networks with a wide variety of partners throughout the Region. Lead in the development and management of partnerships with a wide range of natural resource interest groups and Constituencies throughout the Region. Consult with all levels of the organization, state agencies, other federal agencies, local government, research, universities, and interest groups on integrated resource management. Participate in national, regional, and state meetings of conservation and natural resources groups to discuss and explain USDA Forest Service policy, objectives, plans, and programs. Provide interpretation, direction, and oversight to grants/agreements and other instruments that are used to deliver forestry-assistance programs. Promote progressive actions that enable the program to spearhead innovative and non-traditional solutions to issues and problems. Perform budget planning, execution, and monitoring. Integrate with other program areas to provide expert professional assistance to state forestry agencies, national forests, and others in development of natural resource programs. Performs supervisory duties 25% or less of the time.

Requirements

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Basic Requirement: GS-0401 Series Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. -OR- Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as three (3) or more of the following: Provided supporting counsel to higher organizational levels concerning regional natural resource program issues and their current and anticipated effects; Exercised supporting program responsibilities that included regional program development, planning, budgeting, and identifying workforce and organizational needs to establish and meet priorities; Developed and sustained relationships with external partners, members of the public, agencies, and/or tribal governments, to anticipate and resolve natural resource management conflicts and issues; Developed or administered grants and/or agreements instruments for resource management; Developed and leveraged partner resources for shared missions in natural resource management; and/or Assessed and managed safety risks when directing execution of resource management plans. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
