The Health Technician - Phlebotomy position is located in the Pathology & laboratory Medicine Service (P&LMS) FTH and CBOCs, at the VA Montana HCS, VISN 19 - Rocky Mountain Network, Veterans Health Administration (VHA), Department of Veterans (VA), Fort Harrison, MT.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The duties may include: Phlebotomy Duties and Responsibilities: Collects and processes blood and body fluid specimens, ensuring safety and non-traumatic processes are used with critical concern for the patient and the quality of the specimen with a minimal number of failures, patient bruising, or required re-sticks. Verifies that the proper tubes are used, and the correct amount of blood is drawn. Labels all tubes with the patient's name, full social security number. date, time and the phlebotomist's initials and re-identifies patient using full name and full SSN. Performs blood collection duties in a courteous manner. Makes the patient feel as comfortable as possible. Explains what is about to happen and any necessary processes required of the patient for specimen collection. Comprehends tests performed throughout the laboratory, i.e., chemistry, hematology, urinalysis, coagulation, microbiology, and cytology. Clerical Duties: Functions as a resource person and troubleshooter for clinic personnel in executing VistA order entry and results options. Prints out appointment lists for the lab clinics. Reviews orders in CPRS to ensure that all necessary orders are drawn. Provides order numbers to technical staff for orders that need to be cancelled for various reasons, i, e., duplicate order, patient no longer on medication, etc. Investigates missing or incomplete patient laboratory orders. Contacts the nurse or provider involved to ensure missing or incomplete orders are placed or corrected prior to the patient presenting for sample collection. Accessioning and Processing: Recognizes emergency situations and takes necessary action. Establishes priorities for emergency orders. Notifies technologists of impending work. Identifies unusual conditions and discrepancies which may cause erroneous test results. Makes sound decisions independently, and takes appropriate action to correct and solve problems. Processes all specimens according to strict guidelines to assure specimen integrity. Performs other duties as assigned. Work Schedule: Monday - Friday; 8:00am - 4:30pm DESIGNATED DRUG-TESTING POSITON: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test results is received. English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. and Specialized Experience GS-5: having one (1) year experience that equipped you with the knowledge skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position? To be creditable, this experience must have been equivalent to at least the GS-04 grade level in the Federal Service. Specialized Experience for positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Qualifying of specialized experience includes having knowledge of guidelines related to phlebotomy procedures related to specimen processing and handling procedures; adept understanding of phlebotomy as related to specimen procurement; comprehension of anatomy and physiology of the structures involved in blood drawing, including the use of the Vacutainer collection system, safety needles, syringes and butterfly needles, capillary puncture techniques and use of microtainers; versed in infection control, safety, disaster, exposure control, chemical, hand hygiene and infection control plans and universal precaution procedures; comprehension of collection, processing and storage requirements and procedures for laboratory specimens; and has the skill in the laboratory safety methods necessary to ensure safety of self and staff. or SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-5: Successfully completed at least four (4) years of education above high school leading to a bachelor's degree or higher with a major study or at least twenty-four (24) semester hours in subjects directly related to the position being filled. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as thirty (30) semester hours, 45 quarter hours, or the equivalent in a college or university or at least twenty (20) hours of classroom instruction per week for approximately thirty-six (36) weeks in a business or technical school. (TRANSCRIPTS REQUIRED) or COMBINATION OF EDUCATION AND EXPERIENCE GS-5: having an equivalent combination of creditable education and specialized experience as described above to meet the total requirements of the GS-05 level. (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies as part of the assessment questionnaire for this position: Attention to DetailClericalCustomer ServiceManages and Organizes InformationTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work requires extensive and recuring physical exertion such as standing for long periods of time, bending, lifting, walking, stooping, and stretching. The work requires manual dexterity and a large degree of concentration.
