This is a bargaining unit position with AFGE Local 228.
This is not a (drug) testing designated position (TDP).
This position is located in the Small Business Administration, Santa Ana National Disaster Loan Resolution Center in Santa Ana, CA. The incumbent serves as an Information Technology Specialist in the Office of Capital Access (OCA), Office of Financial Program Operations (OFPO) in a Loan Center that originates, services, and liquidates 7(a), 504 and disaster loans.
Duties
As an IT Specialist (APPSW), GS-2210-13, you will be responsible for:
Working with center staff and management to define business process requirements, evaluate options to design appropriate, efficient, and cost-effective solutions to automate business processes and improve center productivity.
Analyzing user processes, procedures, productivity indicators, and management information needs to identify opportunities for automation that can be reliably accomplished with agency authorized software and hardware.
Managing and executing projects and assignments requiring a wide range of knowledge of information technology requirements and techniques pertinent to the position.
Planning significantly new or far-reaching information technology programs and applies evolving technology to enhance the efficiency of information technology systems.
Analyzing, evaluating and recommending proposed changes to the center information/data processing requirements and procedures, rising from legislatively enacted program changes, project changes in application program requirements, new or upgraded vendor software, or through independent analysis of technology and software deficiencies.

Qualifications
Basic Requirement for GS-13:
IT Specialist at this grade level must have IT-related experience demonstrating each of the following four competencies:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience for GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector: designing appropriate, efficient, and cost-effective solutions to automate business processes; developing software applications for web-based platforms using ASP.NET; developing automated processes and procedures for gathering and analyzing data and producing metrics and reports. All of these qualifications must be clearly referenced in your resume.

Education may not be substituted for experience for this position.
