The primary function of this position is to serves as the Management Assistant for the Environmental Regulatory Section, Facility Management Service (FMS) at the VA Caribbean Healthcare System (VACHS) Medical Center.

Duties

Conducts chemical inventories and update the data. The incumbent will maintain data entry process and subsequent updating. Evaluates hazardous materials source reduction, substitution for environmentally preferable substitutes, and reuse of surplus chemicals. Evaluates the appropriate storage and segregation of incompatible materials and safe handling. Develops, implements, and maintains effective programs for the identification, collection, and disposal of hazardous and non-hazardous wastes. Develops matrixes to measure expected reductions of chemical inventories, quantities of materials reused and disposed and compliance status. Conducts record keeping and weekly inspection of the Pharmaceutical Waste Accumulation Area, Hazardous Waste Main Storage and Satellite Accumulation Area. Monitors and ensure proper operation of pharmaceutical waste containers as per manufacturer's instructions. Conducts weekly inspections to all Controlled Substance disposal system sites to ensure equipment is maintained, clean and fully functional. Completes documents and maintain records for the management and disposal of pharmaceutical waste. Assists in the planning and implementation of environmental programs. Serves as Contract Officer Representative (COR). Assists in the evaluation, modification, and implementation of pollution prevention alternatives. Manages computer programs and databases to enhance management of environmental programs. Gathers data of fuel consumption of boilers and emergency power generators. Coordinates and assists in all hazardous material spill response operations and trainings. Provides assistance in all issues related to Water Safety Management Program. Work Schedule: Monday-Friday, 7:30 a.m. - 4:00 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting chemical inventories; evaluating hazardous materials source reduction, substituting for environmentally preferable substances, and reusing surplus chemicals; evaluating the appropriate storage and safe handling of materials; developing, implementing, and maintaining effective programs for the identification, collection, and disposal of hazardous and non-hazardous waste; measuring expected reductions of chemical inventories, quantities of materials reused and disposed and compliance status; assisting in corrective actions regarding compliance issues and spill response operation of hazardous materials and substances; serving as Contract Officer Representative (COR); assisting in the evaluation, modification, and implementation of pollution prevention alternatives; coordinating operations, conducting training and inventory and preparing reports for all hazardous material spill responses; conducting water quality sampling and reporting requirements. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Office work, as well as field work is required. Field inspection requires moderate physical exertion in carrying equipment, as well as extended periods of walking, standing climbing and bending, as well as the use of personal protective equipment. May be exposed to dust, dirt, grease, solvents, and high noise levels. Incumbent may be working in hazardous environments that may contain high levels of hazardous materials such as: toxic chemicals, pesticides, flammables, and radioactive materials. Incumbent may be working in confined spaces as per the definition of OSHA. Incumbent may be require wearing protective clothing and equipment such as hard hats, safety shoes, rubber gloves, googles, face shields, facemasks, and rubber aprons, etc. May work in inclement weather in open area such as outside storage.
