The primary purpose of this position is to serve as the Chief of Protocol for the US Strategic Command (USSTRATCOM), a joint service combatant command responsible for eight Joint Functional Component Commands (JFCC). The Combatant Commander's personal advisor, spokesperson and senior protocol officer.

Duties

Chief of USSTRATCOM Protocol, providing trusted counsel to CDRUSSTRATCOM. Formulates Command Protocol policy, strategic goals, objectives, and programs for USSTRATCOM. Leads, manages and directs Command Protocol personnel and ensures proper operations of the USSTRATCOM Protocol office. Provides recommendations and guidance to CDRUSSTRATCOM regarding the use of Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) funds.

  • Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays.
  • Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours.
  • Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel Regulations may be required in performance of temporary duty (TDY). Will be required to have a Government Travel Card.
  • Carries a government provided cell phone or blackberry off duty and may be recalled to duty.

  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement, the incumbent is to refrain from use of illegal drugs and if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • This position is designated a "key" position in accordance with AFI 36/507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • This is a supervisory position and requires a supervisory probationary period, if not already completed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include (1) integrating all aspects of command protocol issues and activities in a synergistic manner that supports the commands' missions and objectives ; (2) conceiving, planning, conducting, and evaluating the distinguished visitor program, whose purpose is to inform and educate target audiences on the commands' missions; (3) planning, execution, and supervision of the protocol and distinguished visitor programs, encompassing all protocol functional areas; (4) balancing workload and providing advice, guidance, and direction on a wide range of protocol and administrative issues; (5) appraising subordinate workers performance ensuring consistency and equity in rating techniques. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expertise of protocol principles, their methods and applications, established practices, methods, interpersonal relations and practices, and accepted management techniques. Knowledge of DoD Protocol Directives, Instructions, and policies. Skill in evaluating the effectiveness of various protocol and distinguished visitor programs as operated at the headquarters. Developing recommendations to improve the internal operation and enhance the overall USSTRATCOM distinguished visitor program. Skill in establishing and maintaining effective working relationships with individual or groups interested in or affected by USSTRATCOM programs, and creating meaningful interchanges among all concerned parties. Skill in hosting distinguished visitors and influential groups from diverse cultural, religious, ethnic and national backgrounds as well as senior positions within our government. Ability to accurately relay desired command messages to visitors through and integrated visit program that properly represents the command, the DoD and the nation. Ability to communicate effectively, both orally and in writing. Expertise in all commonly accepted writing and editing techniques and skill in applying those techniques in supervising the preparation of event plans and materials distributed to distinguished visitors. Skill in using various office software applications and the Internet in order to support the commands' distinguished visitor program. Skill in directing and managing military and civilian Protocol personnel. Knowledge of safety and security regulations, practices, and procedures. Ability to advise senior military officers and civilian officials, the Commander, Deputy Commander, Chief of Staff, military service general officers, other unified command protocol offices and general officer leadership, government agency heads, region and component commanders on all aspects of protocol programs, recommend strategies, and establish standards for the development and evaluation of long-range protocol and distinguished visitor programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
