Duties

The Project Manager (PM), General Engineer serves as team lead responsible for the management and acquisition processes for the pre-design (Project Book), design and construction of r Veterans Affairs (VA) major projects within the Office of Construction and Facilities Management (CFM), The PM is typically stationed in a Regional Office and makes recurring site visits as needed. PM is required to develop statements of work and estimates for architect-engineer contracts for studies, planning, or design; assisting procurement by analyzing proposals, preparing negotiation objectives, assisting the Contracting Officer during negotiations, and documenting negotiations in price negotiation memorandums; administering the resulting contract as the delegated Contracting Officer's representative, processing monthly invoices, leading design reviews, preparing annual performance evaluations, etc. The design contracts are mostly for either full design for Design-Bid-Build acquisitions or Request for Proposal (RFP) package development for Design-Build acquisitions though there are cases where other contract types could be utilized for project delivery. The PM is responsible for leading project delivery teams in completing designs, resolving technical issues related to design and construction, performing design reviews, and assisting procurement of resulting contracts for design and construction by assisting development and review of solicitation documents; leading pre-proposal site visits; facilitating or providing technical responses to requests for information, leading technical evaluation of resulting proposals; and monitoring administration of resulting contracts for design and construction for major projects. CFM is the owner of the project(s) and serves as Design and Construction Agent for most projects, however CFM does partner with Non-Department Federal Entities (NDFE - e.g. General Services Administration, United States Army Corps of Engineers, Naval Facilities Engineering Command, etc.) to serve as Design and Construction Agent within both the Leasing and Major construction programs, when required or in the best interest of VA. PM functions include acquisition processes and initiation of statement of work for contracts for studies, project (planning) books, schematic design, design development, and construction document packages developed by a private architectural and engineering firms as well as oversight for the acquisition and administration of the construction contracts to build facilities supporting the Senior Resident Engineer, once assigned; coordinating with the Contracting Officer for initiation and execution of processes involving negotiation, issuance, and administration of all contract changes for A/E services, testing labs, supplementary A/E contract services, and Commissioning services; leads a team comprised of a matrix of architectural and civil, structural, mechanical, electrical, and other engineering disciplines partnered to prepare and complete accurate and fully coordinated documents, including contract provisions, drawings and specifications, to comply with VA criteria, standards, and all appropriate codes; and administers the A/E Construction Period Services, Testing Lab, Commissioning, and associated contracts during the construction stage. Work Schedule: Monday - Friday 8:00 am to 4:30 pm. Position Description Title/PD#: General Engineer (Project Manager)/PD14105A The full performance level of this position is GS-14. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Physical Requirements: The work is primarily sedentary, with occasional travel.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement Specialized Experience required: One year of specialized experience (equivalent to the GS-12 grade level in the federal service for the GS-13 and GS-13 grade level in the federal service for the GS-14.); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: experience as a senior resident engineer or architect over a major renovation, modernization or new construction project involving two or more types of medical facilities; experience as a supervisor for a matrixed team of engineering specialties; experience in contract administration for Federal major construction projects; experience with primary responsibilities to explain, plan, coordinate, defend, justify, negotiate, or interpret construction contracts or associated documents; experience in developing written responses to inquires or requests for information on technical and administrative subjects and communicating job progress through verbal and written means. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education

There is no educational substitution for the GS-13 and GS-14 level.

Basic Requirements:

A. Engineering Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR,
B. Combination of education and experience
-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
  • 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  • 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
  • Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.
