This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Health Care System, in the Nutrition and Food Services Department (N&FS) as the Budget Technician to the Administrative Officer, Nutrition & Food Service.
Duties
Develops and monitors resources and makes recommendations to the service regarding needs, distribution, or redistribution of these resources.
Administers budget for several fund control points.
Develops, formulates, and provides all essential data for the annual budget forecast for submission to Executive Leadership for annual budget requests based on studies of past expenditures, service requirements, program plans, and workload forecasts.
Tracks all expenditures and compares with budgeted, projected and on-hand inventories.
Maintains budget control records and assures funds are used in accordance with the operating budget.
Reviews fund requests from staff for adequacy, completeness, and conformance with procedural and technical requirements.
Exercises fund control authority and establishes internal methods of control to ensure funds are used according to operating plan and within regulations.
Processes all vouchers with the appropriate office.
Establishes and maintains a procurement system for expendable supplies and equipment.
Reviews and submits 1358s, 2237s for funding of purchase orders.
Applies administrative rules, regulations, and procedures associated with recording, reporting, processing, and keeping track of budgetary transactions such as credit, receipt, transfer, allotment, withdrawal, obligation or outlay of funds.
Maintains various reports and uses designated ledgers to account for cost accounting operations.
Participates in compiling, consolidating, checking and arranging funding data in requests to cover projected annual operating expenses.
Completes various calculations to assess the service's subsistence and supplies, equipment and personnel costs.
Prepares various documents to assist with formulating and analyzes the service's current budget.
Prepares required documentation to resolve discrepancies with cost reports, budget analysis or other service-related needs.
Assists with preparing correspondence of routine and non-technical tasks and assignments based on the direction of the service.
Assists with performing other general clerical duties as assigned by the direct supervisor.
Prepares and inputs QPI data for review and submission in a timely manner.
May assist with development of internal tracking mechanisms to assist with quality assurance and control.
Serves as back-up timekeeper for the site.
Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administering and maintaining budgets from various fund sources; works with purchasing requests; entering and tracking budgetary transactions into a computerized budgeting system; performing clerical duties in support of finance or accounting operations; and preparing correspondence and reports. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Preferred experience: Use Microsoft office applications including Word, Publishing, Xcel, PowerPoint; track budget related expenses and provide monthly status reports; office communications via telephone, Microsoft teams, in person. Function in a work environment may include multiple interruptions and changing priorities. Function as a point of contact for timekeeping. Navigate resources in VISTA for management of purchase orders via contracts or credit card.

Physical Requirements: The work is sedentary. Occasionally requires carrying of light objects such as files, books and papers. Work involves bending, stooping, standing, walking, carrying less than 15 pounds and using a computer terminal.
