The primary purpose of this position is to ensure proper application of pay regulations and consistency of input in the actions of appointments, promotions, pay adjustments, and reassignments. These actions affect employees under the General Schedule, Federal Wage System, Executive Service and Veterans Health Services and Research Administration. This position is located VA New Jersey Healthcare System in East Orange, NJ Fiscal Service.

Duties

Account Maintenance/ Control Point/T&L a. Maintenance of individual payroll accounts of more than 3000 employees, which are classified in the following categories: (1) Classification Act of 1949, as amended, (2) Stipend Training Program, (3) Federal Wage System, (4) Department of Medicine and Surgery, (5) Purchase and Hire, (6) Veterans Canteen Service, and (7) Fee Basis. Payroll accounts include deductions for bonds, federal tax exemptions, savings allotments, union dues, etc. b. In addition to base pay, payments are made for night tours and shift differentials, overtime, holiday, weekend premium, lump-sum payments, on-call, uniform allowance, Full-time, part time, and intermittent employees are employed with tour of duty 24 hours per day, seven days per week. c. Designated DFAS Control Point, employee submits and certifies as to the accuracy of all data submitted in DFAS to the Corporate Franchise Data (CFD) Center, Austin, Texas. Receives and controls the routing of all input and output documents processed under the DFAS system, and initiates actions to obtain corrected input for rejected data. Remedy tickets are used to communicate with the Defense Finance Accounting System (DFAS) for corrective actions required. Makes accommodations for frequent, abrupt, and unpredictable changes in work deadlines which are the result of workload changes, program goals, changes in public laws, computer programming changes, and other unexpected situations. Organizes the tasks in Payroll and DFAS control point activities to meet all schedules set by the Financial Service Center, Treasury Department, other government agencies, and central and local management, and the accounting section. d. Establishment of controls to ensure that these laws and regulations are complied with and that prompt, efficient, and courteous service is provided station personnel, patients and to the public. e. Must be able to independently interpret the regulations and advice others as to the use and appropriate regulation to cover a situation. f. Provides technical and regulatory advice to the payroll technicians, Fiscal management, and Human Resource contacts. Responsible for understanding and applying rules, regulations, and policies of the local facility serviced by the program, exercising both technical and administrative responsibility over the work. Responsible for the interpretation of laws, regulations, policies, and procedures relating to the Payroll Section functions, including timekeeping and payroll certifications. Exercises technical supervision over approximately 200 timekeepers and alternate timekeepers for activities pertaining to timekeeping. Responsible, through all timekeepers, for implementation and adherence to all VA timekeeping regulations and policies. Responsibility for accurate and timely preparation of recurring and nonrecurring reports for submission. Processes all delegations of authorities for all T&L's, ensure new timekeepers/supervisors take training with FSC, submits tickets to FSC for VATAS role to be added to profile. Organizes spreadsheet for DOA's, keeping up with all the changes. Runs DFAS reports, overtime reports, F&N reports, and changing for fund control points in HR Smart. Payroll Functions Each pay period audits and reconciles time and attendance records to assure accuracy of paid hours, premium pay, for employees appointed under each personnel system. Leave charges, balances, and accruals are audited for proper certifications. Research and code changes to employee's Master Record, including such items as Federal taxes, uniform allowances, annual leave balances, sick leave balances, union dues, military leave, address changes, recurring deductions, compensatory time, and direct deposits. Determines the completeness, accuracy, internal consistency and propriety of related pay scales, rules, regulations, and instructions. Makes complex pay adjustment which may involve transfers between pay systems differing in pay, leave, and benefit entitlements and which may be retroactive over an extended period. Research individual leave records and prepare SF-1150 on employees that separate from the agency, transferring to other agencies or termination. Conduct annual desk audits of unit timekeepers to determine appropriate record keeping to assure correct posting procedures are being followed and prepare written assessments of audit findings. Additional duties as assigned Work Schedule: Monday-Friday 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience maintaining individual payroll accounts which include base pay, night tours, shift differentials, weekend premiums, lump-sum payments, on-call, uniform allowance for full/part time and intermittent employees; working with DFAS; interpretation of laws, regulations, policies, and procedures relating to the Payroll Section functions; applying procedures, performing analysis, review, and audits of payroll reports for management review; providing assistance and performing payroll work; OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree. Physical Requirements: Employee's work is sedentary in nature; however, the work may require some physical effort such as standing, walking, bending, or lifting to 50 lbs.
