You will serve as a LEGISLATIVE AFFAIRS LIAISON in the COMMUNITY ENGAGEMENT GROUP (CEG) of COMMANDER NAVY REGION HAWAII. Salary range: GS-13: $102,444 - $133,176 per annum GS-14: $121,059 - $157,373 per annum

Duties

You will responsible for the integration of all legislative, congressional and/or governmental affairs programs and activities. You will serve as an expert analyst and special advisor to the Commander on all matters related to Congress, local legislative bodies and community partners/groups. You will prepare the command leadership and staff for meetings and conferences with officials from subordinate organizations, civilian organizations, other Department of Defense (DOD) Services and agencies in support of hearings and briefings. You will provide direction and advice to Business Lines/Support Lines (BL/SLs) in completion of Reports to Congress, and provides coordination and support with stakeholders as needed. You will coordinate, and oversee comprehensive communication strategies and plans in support of Community Engagement Group. You will assist in preparing the Commander and senior leaders for participation in congressional and local legislative testimony, by developing talking points, briefs and other relevant written products as requested.

Qualifications

GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serves as an expert analyst and special advisor to the Commander on all matters related to Congress, local legislative bodies and community partners/groups; 2) Assists in preparing the Commander and senior leaders for participation in congressional and local legislative testimony, by developing talking points, briefs and other relevant written products as requested; 3) Oversees the development and coordination of responses to congressional and local legislative; 4) Responsible for performing the full range of liaison work including staffing, research, analysis, and formulation of official responses to written and telephonic requests from members of Congress, their staffs, and congressional committees, local legislative representatives and their staffs, and community partners/groups. NOTE: This experience must be supported by your resume. GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Responsible for the integration of all legislative, congressional and/or governmental affairs programs and activities; 2) Serves as an analyst, advisor and special assistant to the command leadership on a range of issues in support of congressional and local legislative hearings and meetings; and 3) Provides legislative affairs policy advice, guidance and recommendations on legislative affairs issues affecting the command.
