Civilian Pay Technicians (CPTs) perform work in direct support of the Veterans Health Administration (VHA) Veterans Affairs Medical Center (VAMC), under the Finance Service. CPTs report directly to the Payroll Supervisor and work closely with Human Resources, VAMC union partners, accounting, budget, timekeepers, approving officials and employees on all matters relating to payroll.

Duties

Duties include, but are not limited to, the following:
Serve as facility technical payroll expert to staff and provide data, reports, guidance, and resolution to payroll issues
Research, resolve and respond to routine and occasional non-routine verbal and written pay and leave inquiries
Determine proper application of pay and leave regulations, laws, rules and agency policies, guidelines, coding, etc.
Interpret and apply regulations and policies
Use knowledge of varying premium pay and benefit entitlements for employee specific pay plans
Apply payroll knowledge to timecard postings and payment for leave and premium pay entitlements
Serve as a liaison as it relates to processing timecards, pay and leave adjustments and occasional troubleshooting of complex pay issues
Make changes to timecard postings
Resolve system discrepancies which may result in initiating the employees debt process or back pay
Review and work unique payroll actions, questions or situations which impact pay, leave, entitlements, taxes, benefits, other deductions and master pay record information
Manage annual refresher training for all timekeepers and supervisors
Perform customer service through various means such as email, phone, instant message, work orders, review of systems and documents, search of records and employee files, etc.
Conduct reviews
Run daily reports to ensure all facility employees' pay is correct
Monitor reports generated in multiple systems, review reports to ensure consistency, and ensure any errors found are resolved based well established procedures
Carry out special projects
Perform all other duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position at the GS-6 grade level, applicants must meet the following:
SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-5 level in the Federal service. Specialized experience includes utilizing knowledge of time and leave laws, regulations, procedures, etc.; analyzing time records for accuracy and providing explanations for skewed results or deviations; developing and applying auditing techniques to complete audits of payroll and timecard records; providing customer service; resolving problems; and providing timekeeper training.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
